Description :
Action Against Hunger has been working in Sierra Leone and Liberia since 1991. In the last 26 years, ACF has provided emergency support (during the civil wars in the 1990s and 2000s and during the Ebola outbreak in 2013-2016) as well as recovery and development programming. The Country Director (CD) leads a dynamic team spanning both countries, fostering innovative approaches in health, WASH and food security based on system strengthening, public private partnership and community participation.
The (CD) is responsible for overseeing the development, funding and implementation of the country strategy and the growth of program portfolio that effectively addresses the underlying causes and effects of under-nutrition in line with Action Against Hunger’s values (Charter), Programming Principles, and Strategy.
S/he must ensure that systems / procedures are in place and being properly implemented, and that they ensure the proper management, well being and safety of ACF staff, and the proper use of ACF resources.
The CD must build on best practices previously developed on the mission.
The CD must create a shared vision among all staff. S/he is responsible for promoting ACF Charter and ensuring an organizational culture where ACF core values are embedded, team work is encouraged and all staff feels valued.
Effectively lead and manage complex change proceses in both countries.
S/he is responsible for establishing and maintaining good working relationships with host government officials, donors and other partners.
Ideal candidates should hold a Master’ s degree in development / humanitarian aid, international relations or a field relevant to Action Agaisnt Hunger’s expertize (WASH, FSL, Health, Nutrition, Advocacy) :
- At least 5 years of project management experience in international NGOs ;
- Leadership and management skills in a complex international setting ;
- Good knowledge and experience of leading and managing complex change processes ;
- Knowledge and experience of managing multi-country programes ;
- Extensive knowledge and understanding of Humanitarian coordination mechanism ;
- Extensive experience of grant management and development and knowledge of the main donors policy and requirements, as well as strategic planning and program design and development ;
- Understanding of different methodologies of monitoring and evaluation and experience in developing MEAL systems ;
- Fluency in English (written and spoken).
Contract : 12 months fixed term contract under French legislation
Remuneration and benefits :
- Monthly gross salary from 2280 to 2905€ upon experience ;
- Per diem and living allowance: 470€ (cf eurocost) net, field paid ;
- + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen ;
- + Child allowance, limited to 5 children.
Transportation : Coverage of transportation costs to and in the mission
Medical coverage : 100% coverage of medical expenses + repatriation insurance.
Leaves and RnR :
- 25 days of paid leaves per year ;
- + 20 RnR per year ;
- + 215 € at each RnR period every 12 weeks ;
- Coverage of the transportation expenses to the RnR area of reference (Ghana).
