Organisational background:

Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security, livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.

 

The Positions and responsibilities:

AAH Somalia is looking for a suitable Somali candidate to fill the position of Project Officer. The position will be based in Eyl-Puntland. The incumbent reports to the area Food Security and Livelihoods Programme Manager.

Goal:

The Project Officer will Lead teams of Field supervisors and Community mobilizers ; Ensure that all supervisors and community mobilizers are sufficiently skilled to perform their work. Assess supervisors’ and mobilizers’ capacity building needs, jointly develop capacity-building plans and supervise their implementation ; Mentor supervisorss and community mobilizers. Provide on-the-job capacity building for supervisors and Mobilizers ; Supervise and backstop supervisorss regular fieldwork and Coordinate directly with program manager to ensure smooth technical field implementation and operation.

The Project Officer’s core responsibilities will include but not limited to the following:

1. Ensure regular planning and high quality project implementation in line with the overall EU Restore 2 and SIDA 2strategies, approach and methodology.

  • Lead regular monthly planning as well as development and use of weekly work plans by all supervisors.
  • Support supervisors to develop Community mobilizers work plans.
  • Ensure that project implementation is community-led and driven and follows evidence-based better practices and approaches.
  • Ensure mainstreaming of gender equality, focusing on the enhancement of women’s economic and social empowerment.
  • Contribute to internal learning, quality enhancement (technical, operational) and cross county learning through feedback, sharing of better practices and lessons learned as well as suggestions for improvements.

2. Project activity implémentation.

  • Liaise with elders and other community representatives.
  • Facilitate formulation of CAAP processes with communities.
  • Lead transparent and accountable participatory targeting of project target groups and beneficiaries.
  • Assess capacity-building needs and organize capacity building events and processes.
  • Coordinate relevant stakeholders and service providers to deliver trainings to project

3. Beneficiaries

  • Conduct regular supervision and monitoring of field implementation.
  • Ensure regular monitoring, documentation, and reporting.
  • Ensure timely, comprehensive and complete monthly reporting from FOs and Community mobilizers.
  • Review and validate FO reports.
  • Lead regular and timely early warning information sharing.
  • Translate conversations and documents for non-local language speaking staff to English when required

 

Skills and experience

  • Minimum degree in Agriculture, livestock, range management and any other relevant field of study in Food Security and livelihoods.
  • At least 5 years’ experiences in implementing food Security Project in fragile Context.
  • Working experience in resilience initiatives or programs is highly preferred.
  • Somali Nationals with clear knowledge of the region of operation is added advantage.
  • Willingness to travel to all project locations on regular basis.
  • Experience in working with Non-Governmental organizations, UN agencies and local communities, local authorities and Local NGOs.
  • Strong computer skills and ability to use standard computing packages such as word, excel, power point, spreadsheets and database software programs.
  • Strong communication and report writing skills.
