Opportunity :

Abt Associates is recruiting qualified candidates for positions in the USAID-funded Health Systems Strengthening Plus (HSS+) Project in Senegal. Under the supervision of the Senior Accountant, the Finance Assistant/Assistant Accountant supports the Accountant in completing all of the accounting and book-keeping for the HSS+ Project’s finances and expenditures.  This work will include the accounting of services rendered across a broad variety of vendors, consultants, subcontractors, and training participants.

 

Key Roles and Responsibilities :

  • Preparing one-time and recurring detailed reports of unpaid orders, accruals, allotments, etc ;
  • Assisting with Payroll processes ;
  • Assisting with the management of project office cash disbursements ;
  • Periodically reconciling and balancing the accounting records ;
  • Working with the Accountant to be the banking liaison ;
  • Maintaining account receivable files, obligations, and liquidations ;
  • Entering all financial transactions from a wide variety of documents into database/spreadsheet.  Quicken entry and control ;
  • Under guidance, gathering data from identified sources regarding supported project mission, programs and projects and assisting in making preliminary analysis of such data incident to budget formulation ;
  • Reviewing individual obligations documents to assign correct classification codes, referring problems in classifications ;
  • Noting obvious deviations from financial plans and refers to the Accountant and the Senior Finance Manager.

 

Preferred Skills / Prerequisites :

  • Secondary School (minimum), or Technical School or a Bachelor’s Degree (desirable) in Accounting, Bookkeeping, or other relevant field ;
  • At least two (2) years of relevant experience, including bookkeeping and accounting experience ;
  • Ability to analyze, evaluate and report on financial/administration information and data ;
  • Computer proficiency (MS Word/Excel, Outlook, Quicken, Quickbooks) ;
  • Excellent interpersonal skills ;
  • Ability to work as a team member in a diverse team environment ;
  • Ability to establish and maintain contacts with appropriate level MOH and USAID officials and counterparts ;
  • Professional level fluency in spoken and written French and at least intermediate competency in English.

 

Minimum Qualifications :

(2+) years of experience and high school diploma OR the equivalent combination of education and experience.
