Context :
Under the overall supervision of the Chief of Mission (CoM), the overall technical supervision of the Regional Field Security Officer for The Middle East and North Africa (MENA), the direct supervision of the Field Security Officer (FSCO) for the Libya mission, and in coordination with the Head of the Staff Security Unit (SSU) in Headquarters (HQs), the successful candidate will be accountable and responsible for the required security and safety support at the Mission level both in Tunisia, and Libya directly or indirectly to all IOM personnel and property for the above offices assisting and supporting IOM management within the IOM Security Unit. This includes implementation of all appropriate safety and security standards under the IOM and UN Security Management System (UNSMS) directives and policies through management procedures that effectively address all staff safety and security, including IOM assets. The above candidate working under the IOM Libya FSCO will also be responsible to support all aspects of a safe and secure delivery of IOM program objectives through the implementation of endorsed policies and procedures of the United Nations Department of Safety and Security (UNDSS) in accordance with the UNDSS-IOM Memorandum of Understanding (MOU).
Core Functions / Responsibilities :
- Review and make recommendations regarding safety/security requirements for the Libya Mission, working directly under the senior IOM FSCO through coordination of the RSFO MENA on current and emerging security threats and related risks dealing with the Libya/Tunisia offices ;
- Develop the required understanding of the UNSMS security management for the Libya operation, keeping abreast of all changes and developments as they occur, through the mandatory participation in the required UN security cell management system, supporting the UN SMT when required as an observer as dictated by the Country Specific DO directive ;
- Ensure all relevant safety/security information is coordinated through the IOM FSCO Libya in a timely manner ensuring all IOM staff are informed. When approved by the mission CoM support and ensure external IOM service providers are updated on any relevant security safety information pertaining to Libya, and program areas. (based on contractual agreements only) ;
- Assist the IOM Libya FSCO in developing and regularly reviewing internal evacuation and emergency contingency plans, support recommendations as necessary (emergency evacuation, assembly/safe areas, mass casualty management and emergency communications). Support security response that will require and technical resources on UNSMS implementation and compliance to support the mission at all security levels ;
- Conduct when required security assessments/evaluations/threat and risk analysis that are both tactical and strategic to support the IOM Libya mission, through coordination not only with the IOM FSCO but also through the MENA RSFO for not only cost-effective delivery, but also user-friendly management protocols ;
- Support regular security/safety document reviews, and when required any SSU policies under the framework ;
- Maintain filing systems on all UNSMS within the mission security unit, and regular updates as required to maintain a security unit organized and fit for purpose ;
- In coordination with the IOM FSCO maintain, and conduct regular security site surveys of IOM facilities and staff residential standards required under the UNSMS to support the current IOM Libya office setup. (Tunisia and Libya) ;
- Where required support the IOM FSCO with any required capacity building to enhance not only the security unit, but IOM staff on any security/safety awareness to support staff security/safety at all levels ;
- Maintain the required collaboration with the MENA security unit, update on all UNSMS, IOM security management system in relation to security threats/risks in support of delivering a fit for purpose standard for the mission ;
- Assist the FSCO on design and implementation of security strategies in support of program objectives supporting current IOM Libya office layout, establishing coordinated procedures and standards to support the mission at all times ;
- Maintain an effective working relationship with all staff at all times, delivering required security standards that are clear and transparent for staff safety and security at all times ;
- Maintain the required security standards, policies and directives under the UNSMS to support the IOM management at all levels achieving the required and mandatory compliance under the UNSMS ;
- Stay abreast of new IOM and the required UN security standards, inform and support the IOM security unit at all times, during the presence of the FSCO, and in his absence at all times to maintain a cohesive and consistent standard to support the IOM Libya mission at all times ;
- Maintain the required continuity of the security unit in the absence of the FSCO, through effective handovers and follow up procedures at all times ;
- Maintain the required networking in support of the IOM FSCO, with all UN stakeholders, external partners be it the UN, NGOs and HG security services to achieve a common standard that supports the IOM programs, and safe delivery of these objectives ;
- In coordination with IOM-Libya FSCO, maintain a close cooperation with UNDSS Tunisia to insure complete MOSS compliance including updating staff list and contacts, Residential Security Measures, SMS bulk system and any security and safety updates issued by UNDSS Tunisia ;
- Perform such other duties as may be assigned.
Required Qualifications and Experience :
Education :
- Master’s degree in Security Management, Law Enforcement, Military Studies, Social Sciences, Law, Disaster Management, International Studies, Communications or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience ;
- Equivalent studies in the National Armed or Security forces of country of residence may be considered an equivalent diploma with four years of relevant professional experience.
Experience :
- Experience working in security management, military experience, law enforcement, Disaster Risk Management preferably at an international level ;
- Previous experience in UN/IOM Missions, International Peacekeeping or Emergency security missions ;
- Experience in planning and execution of security agencies or organizations is highly desirable ;
- Previous experience in dealing with law enforcement agencies will be an advantage ;
- Proven ability to collaborate with senior military and government counterparts.
Languages :
Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an advantage.

With frequent travel to field locations within Libya and Tunisia.
