Deliverables :

Standard minimum qualifications :
Education :
Advanced university degree in political/social sciences, international development, development economics, or related fields- or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
- Minimum of 5 years’ professional experience required
- Exposure to humanitarian and/or development fields
- Relevant experience in implementing programs related to early warning, early action, preparedness, climate services, forecast-based financing, shock-responsive social protection, climate analysis and broader disaster risk management and climate change in relation to food security
- Proven ability and experience in the development of interagency networks, partnerships, strategies and initiatives.
Knowledge & Skills :
- Knowledge of emergency preparedness, preparedness planning, early warning, and emergency response ;
- Strong team works and coordination capacities ;
- Understanding of donor policies, strategies, and programmes priorities in relation to resilience, disaster risk reduction and climate change adaptation.
Languages :
Fluency in oral and written communication in English. A second language would be an asset.
Job purpose :
Background and purpose of the assignment :
The Middle East and North Africa, Central Asia, and Eastern Europe regions host some of the most challenging settings in the world in terms of addressing food insecurity. Pressure from population growth, resource scarcity and natural hazards have led to serious degradation of the natural resource base with adverse implications for food security. This system, already under considerable pressure, especially from a water and land perspective, will become even more exposed as climate change further exacerbates existing risk factors and stressors.
The situation is particularly precarious for food insecure people that WFP supports throughout the region, many of which are also affected by recent instability, conflict and fragility. Syria, Iraq, Yemen, Ukraine and Libya are in conflict and in 2016 around fifteen million people fled their homes, many seeking refuge in fragile countries such as Iraq, Turkey, Jordan, and Lebanon. Protracted crisis countries, such as Sudan and Palestine, are exposed to recurring flares of violence and conflict, as well as sudden influx of refugees or other population displacement, requiring readiness for WFP to quickly respond and scale up assistance on a regular basis.
For WFP, it has become an imperative to address this multitude of complex risk factors that contribute to food and nutrition insecurity and erode the livelihoods of the poorest. Working with partners, WFP in the region is advancing a more holistic approach to supporting disaster risk reduction, climate adaptation and resilience at all levels.
One of these efforts relates to a joint initiative called the SDG-Climate Risk Nexus Initiative which is being implemented jointly with UNDP, the Arab Water Council, the League of Arab States, UNEP-FI, WMO and others, which focuses on the nexus between climate action and the SDGs and seeks to enhance the capacity of regional and national institutions to effectively take climate action in a way that brings benefits across SDGs and for crisis prevention/recovery efforts, including support to scale-up innovative solutions.
In this context, WFP is seeking to enhance its capacities and expertise by recruiting a Regional Programme Policy Officer focusing on integrated early warning/early action solutions and climate services to support the implementation of WFP’s contribution in this initiative. This function will be based in the resilience, climate adaptation and disaster risk reduction unit under the supervision of the Regional Programme Officer for Disaster Risk Management and Climate Change.
Key accountabilities (not all-inclusive) :
- Support implementation of the SDG-Climate Risk Nexus Initiative and lead efforts related to early warning/early action, climate analysis and climate services, and explore how such mechanisms might support early action including through scale up of shock responsive social protection and use of forecast-based financing approaches ;
- Working closely with VAM, Emergency Preparedness Unit, and other producers and users of early warning and climate information, support the piloting of a user-friendly mechanisms to support decision-making at various levels. This includes organizing workshops and consultations with partners and WFP’s Country Offices to validate approaches and the most useful format for such services ;
- Manage a regional review, including by commissioning a study to a well-recognized external organization and/or institute, to map out and understand the state of play of risk transfer and risk management mechanisms, including insurance mechanisms, forecast based financing opportunities and similar, in the Arab region ;
- Support WFP’s efforts on climate services at the regional level, specifically in relation to projects that have been approved by the Green Climate Fund and Adaptation Fund that have a climate services component and provide technical support to frontline countries such as Tajikistan, Kyrgyz Republic, Egypt, Iraq and Sudan currently engaged in climate services ;
- Liaise with other functional sections and units to ensure effective internal collaboration ;
- Perform other duties as required.
