The Gambia has made Important progress in addressing issues that affect the rights of children over the past ten years. National legislation and polices have been put in place to ensure that children have their rights realized. In particular, the needs and rights of children have been clearly articulated in The Children’s Act 2005 and its 2015 amendment and the Child Protection Strategy 2016-2020.
While significant progress has been made to address issues for children, the child protection legal and policy framework and its response services encounter a range of weaknesses this includes the effective implementation and enforcement of available legislation and policies.
In 2016, the Ministry of Justice (MoJ) in collaboration with UNICEF conducted a rapid assessment of the child justice system in The Gambia to unveil the problems and recommend solutions to improve the system and meet international standards as enshrined in the laws of The Gambia. There is currently no specific data on the nature and extent of child offending and victims of human rights violations in The Gambia.
According to MICS 2018:  34.2% of children are still getting married thus eliminating their chance to advanced education, and exposing them to domestic violence and life dependency; 27.3% of children between 0 to 4 years are still subjected the mutilation of their genitalia, exposing them to hemorrhage, infections and difficulties later in sex and childbearing; 24.7% of children are involved in heavy child labor, exposing them to physical danger and limiting their chances to education; 89.2% of children between 1 to 14 years old have experienced violent discipline at school or in their house.
Several children are working or living in the streets, rendering them susceptible to abuse, exploitation, and involvement in criminal acts. These factors create a fertile environment for children to be exposed to the criminal justice system as both victims.

How can you make a difference?

The objective of the position is to support the strengthening of the child protection system to address all child rights issues throughout the programming processes.  The Position holder will facilitate the administration and achievement of concrete and sustainable UNICEF contribution to national and international efforts to create a protective environment for children against all harm and to protect their rights to survival, development and well-being.

Summary of key functions/accountabilities :

  • Support the setting of the case management system, particularly in relation with the Justice System ;
  • Support the strengthening of the Justice System in relation to children’s courts and children in prisons ;
  • Support and provide orientations on all activities related to children’s rights, particularly in the preparation of the CRC and other conventions reporting ;
  • Ensure timely completion of the project report, and complete monitoring visits ;
  • Provide substantive advice, recommendations and input in the formulation of country programme documents and plans of actions relating to Child Justice programme ;
  • Provide technical support to Government, and stakeholders at all levels in the development, planning, implementation, monitoring and evaluation of Legal Reform and programming for Justice for Children ;
  • Supports the development and preparation of the Legislation and Policy Development on Justice for Children as indicated in the Country programme.

Manage UNICEF’s activities In the PBF Rule of Law Project ensuring effective sectoral or inter-sectoral collaborative partnerships in planning, development and management by coordinating and supporting the implementing partners in particular ensure the following PBF deliverables :

  • Support the implementation of Mobile Legal Aid Clinics in the 8 identified locations and ensure that children’s issues are considered and properly addressed ;
  • Support local communities to design strategies to increase access and delivery of justice ;
  • Support community structures to fully participate in the Community Policing Initiative in the identified areas ;
  • Supervise, monitoring, and participate in training for the judiciary, Ministry of Justice, Police, etc. to address children’s rights issues.

To qualify as an advocate for every child you will have…

Key qualification, technical background and experience required :
Education : A University Degree in Law, preferably with a specialization in child rights and justice for children is required.
Experience :
  • A Minimum of 2 years of professional experience providing technical assistance and managing programmes in the area of child protection related legislation and policy development and justice for children at the international level some of which preferably were served in a developing country is required ;
  • Relevant experience in child protection and related areas, program/project  development and management in a UN system agency or organization is an asset.
Language : Fluency in English is required.
