Technical Assistance to enhance the Capacity of the President’s Delivery Unit (PDU)
GENERAL PROCUREMENT NOTICE
- The Republic of Kenya has received a grant from the African Development Bank- Middle Income Country Technical Assistance Fund (MIC-TAF) to finance the Technical assistance to enhance the Capacity of the PDU Project.
- The principal objective of this project is to enhance the capability of the PDU to drive implementation of the Government’s Big 4 priorities. Through this Technical Assistance, the PDU will be better equipped to drive the process of coordinating, progress tracking and problem solving during implementation of the Big 4, with a special focus on the Manufacturing and Food Security pillars.
- The project includes the following components :
Component 1: Technical Assistance for improved coordination & delivery tracking: Key outputs under this outcome will include: delivery action plans and trajectories for the two pillars, updated annually; clear KPIs for delivery tracking; a revamped executive dashboard for delivery tracking and visualization of complex information in an easily digestible way for decision-making; customized tools and templates for data collection, validation and reporting; training (delivery labs), coaching and mentoring in delivery tracking and in specialized areas of the selected B4; and high-level stock-takes to enable speedy decision-making and corrective action in case of any slippages.
Component 2: Knowledge-sharing: Key outputs under this outcome will include: regular communication pieces on implementation of projects in support of the Big 4, and study tours and workshops to exchange experiences with other similar outfits in Africa and beyond to enhance Kenya PDU’s position as a centre of excellence on delivery tracking.
The procurement methods to be used will include but not limited to shopping and procurement method for individual consultants.
- Procurement of goods will be in accordance with the Bank’s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank’s Rules of Procedure for the Use of Consultants.
