  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Enterprise Architect.
  1. The selected Consultant will be responsible for defining, upholding, and communicating the business and IT architecture that support the enterprise’s vision and strategic intent. This individual will provide Business Support, Technology, Governance and finance teams to align the IT solutions with the needs of the Bank. In particular, he/she will guide and support the delivery of new IT solutions.

The Consultant’s duties will include the following:

  • Design and help the implementation of an Enterprise Architecture based on enterprise business requirements and IT strategies.
  • Follow-up the creation or evolution of the enterprise architecture function/program.
  • Identify and analyze enterprise business drivers to derive useful business context.
  • Elaborate the gap analysis for different projects based on future requirements and current state environment.
  • Analyze technology industry and market trends to determine their potential impact on the enterprise architecture.
  • Promote the EA process, outcomes and results to the organization, including the enterprise’s IT and business leaders.
  • Contribute to the creation of governing principles to guide EA decision making.
  • Participate in the development of an implementation plan for the enterprise architecture based on business requirements and IT strategies.
  • Design and implement the ongoing refinement activities for EA.
  • Participate in the evaluation and selection of EA standards.
  • Consult with project teams to fit projects to enterprise architecture, as well as to identify when it is necessary to modify the enterprise architecture to accommodate project needs.
  • Consult with domain teams to fit domains to architecture, as well as to identify when it is necessary to modify the planned architecture to accommodate domain needs.
  • Help identify organizational requirements for the resources, structures and cultural changes necessary to support the enterprise architecture.
  • Create and maintain documentation of all architecture design and analysis work.
  • Participate in the development and execution of a communication and education plan for the enterprise architecture.
  • Liaise with Project / Program management office to help manage the day-to-day interdependencies of multiple project teams.
  • Liaise with the Information System Steering Committee (ISSC) as technical advisory for capital project.

 

  1. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.;).
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  1. The estimated duration of services is six (06) months (renewable if required) and the estimated starting date is 03 September 2018.

  1. Expressions of interest must be received by email at the address below no later than Monday, 06 August, 2017 at 17:00 hours, Abidjan local time and specifically mentioning “Enterprise Architect”.

ESTABLISHMENT OF THE SHORT LIST

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
