  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Country Office Strengthening Initiative
  1. The services to be provided under the Assignment include:
  • Finalisation of draft Action Plan, in consultation with stakeholders, to support further strengthening of Country Offices’ and Regional Hubs’ management of financial, procurement, people, and portfolio issues to support effective and efficient decentralisation.
  • Supporting implementation of the Action Plan, at the level of (i) headquarters; (ii) regional offices; (iii) country offices. Specifically, this will entail:

o Organising major training events, within Africa.

o Providing advice, convening a range of stakeholders, and establishing and rolling out systems to ensure follow up and compliance.

o Reporting and communicating on progress in implementation of the Action Plan.

  • Coordinating the development of an online training program

The consultant will need to have significant experience organising effective and interactive professional training, preferably in a multilateral development bank or other international organisation context. In addition, experience in some or all of the following areas – preferably within an MDB context – would be advantageous:

  • internal and project audits; (ii) financial management; (ii) corporate and project procurement; (iii) office management in a decentralised organisation; (iv) portfolio management including project closure; and (v) people/performance management.

It is anticipated that the consultant will be based in Abidjan, the home of the AfDB, with some travel to the regions. The AfDB operates in both English and French, the consultant should be fluent in one of the two languages – including excellent writing skills. (s) he should have working knowledge of the other.

  1. The Regional Development and Business Delivery Vice-Presidency invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (C.V. which may include, documents, reference to similar services, experience in similar assignments, etc.).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for the Recruitment of Corporate Consultants. Framework for projects financed by the Bank Group, October 2015 Edition, available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. 
  1. The estimated duration of services is 6 months and the estimated starting date is 17 September 2018.

ESTABLISHMENT OF THE SHORT LIST

A shortlist of three to six individual consultants will be established based on expressions of interest received; the following criteria will be used to assess suitability on the basis of the updated resume submitted:

  • Proven experience in designing, coordinating and implementing training management solutions within Africa                                                                                                                                           40%
  • Proven track record of working with multiple stakeholders across MDB’s departments and complexes to implement training and action plan to strengthen of decentralized field offices’ management 30%
  • Educational level compared to the field of mission                                                                      20%
  • Knowledge of English and French                                                                                                 10%
