Summary :
Save the Children is seeking an Operations Director/ DCoP – Operations for an anticipated five-year USAID-funded Development Food Security Activity (DFSA) in Mali. The program will seek to improve food and nutrition security and resilience in conflict-affected areas through strengthening local systems and community participation. Hiring is contingent upon successful award of the project and USAID approval of the candidate.
Essential Duties and Responsibilities :
The proposed program will be an integrated food and nutrition security intervention that works at the nexus of humanitarian and development programming. The Operations Director, who will also function as the operational Deputy Chief of Party (DCoP), will establish and manage systems to ensure effective, efficient and compliant operations across all program levels and modalities. The incumbent will ensure strong operational collaboration between consortium members, and will develop tools and procedures to guide standard program transfers, logistics, procurement, sub-awards and administration. The incumbent will coordination closely with Finance and Programs to ensure a streamlined management approach.
Key Functions :
- Establish and monitor standard operating procedures to guide effective, efficient and compliant operations in the areas of administration/ HR, sub-awards, transfers, procurement and logistics across all office levels and partners ;
- Develop tools, templates, and training packages for these operating procedures. Train all relevant team members (including consortium partner team members) in the same ;
- Monitor the implementation of these systems, supervising team members leading each function, ensuring that corrective action is taken in service of program efficiency wherever required ;
- Work closely with the Finance and Program teams to ensure that program delivery is streamlined and coordinated ;
- Lead required operational adjustments – which may vary by region – as the security situation and implementation context evolves, in a proactive and consultative manner ;
- Lead sub-award processes and related reporting and monitoring requirements ;
- Lead operational work-planning functions for major program elements ;
- Lead recruitment and retention planning and implementation, ensuring a sound human resource base for the program; support partner HR processes and operations. Ensure that job functions across partners are standardized in a clear, accountable manner ;
- Manage the program’s accountability and feedback mechanism, and lead related operational adjustments based on suggestions and information received ;
- Contribute to relationship management with GoM counterparts ;
- Ensure sound security management protocols and related logistics policies and procedures ;
- Lead the operational aspects of routine and ad hoc program reporting.
Required Background and Experience :
- Advanced degree (Master’s) in a relevant field and at least five years of relevant field-based operational management experience; or, a Bachelor’s degree in a relevant field and at least seven years of relevant field-based experience ;
- Demonstrated operational experience with programs working in conflict-affected areas, and ideally with food security programming ;
- Demonstrated experience with multiple aspects of operations management, including administration/ HR, logistics, procurement, transfers, security management and compliance ;
- Ability and willingness to travel frequently ;
- Excellent written communication and presentation skills in French and English. Knowledge of local languages is an asset ;
- Strong standard operating procedure development and training skills.
