Energy Transaction Specialist

The African Development Bank is considering recruiting a consultant to perform the tasks usually assigned to a Chief Power Expert / (Senior) Task Manager regarding the origination, preparation, appraisal, structuring, financing, procurement and implementation of sovereign and non-sovereign power projects across the value chain and project cycle; using both conventional and renewable technologies but focusing on solar projects.

The expert is expected to possess strong project management skills; and be familiar with the preparation, financing, construction and operations of solar projects (with private sector participation).

The services will be carried out at the AfDB Headquarters in Abidjan, under the Desert to Power Taskforce, within the Renewable Energy division of the Bank. The Renewable Energy and Energy Efficiency Department has the broad objective of promoting the development of renewable energy – both large and small scale – and promoting energy efficiency along with clean cooking.

Within the Renewable Energy Division, the Desert to Power initiative (“DtP”) aims to accelerate economic development in the Sahel region through the deployment of solar technologies at scale. Specifically, DtP proposes to deliver electricity to 160 million people on-grid and 90 million off-grid and to add solar energy generation capacity of up to 10 GW through a combination of public and private interventions. The initiative covers 11 countries (Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan). The initial rollout will focus on the G5 Sahel countries (Burkina Faso, Chad, Mali, Mauritania and Niger). It aims to develop and implement electrification program based on solar power generation including grid based, mini-grid and off-grid access scale up for households, social and economic infrastructure including energy for productive uses. The program will support ambition of the governments in the region to fight poverty, create employment for the youth, migration and desertification.

The implementation of this Initiative with its initial focus on the Sahel G5 countries will be driven by a dedicated implementation Taskforce set up within the Renewable Energy division of the Bank which will serve as a one stop unit of coordination for the implementation of the initiative across the beneficiary countries.

The Taskforce work will encompass supporting beneficiary countries with the objective to fast-track the preparation of projects, programs and technical assistance activities as well as engage with partners and drive the required resource mobilization efforts.

The Taskforce activities will be declined across five priority actions defined for the rollout of the initiative :

  1. Expand utility-scale solar generation capacity ;
  2. Strengthen and extend grid networks ;
  3. Deployment of decentralized energy solutions at scale ;
  4. Improve utility performance and capacity ;
  5. Enhance the enabling environment for increased private investment

Scope of the assignment :

The scope of the assignment will include BUT not be limited to the following :

  1. The main areas of responsibilities will cover project and financing structuring for independent power producers and public-private-partnership arrangements in Desert to Power countries ;
  2. Provide support to the Regional Member Countries and Task Managers in the identification and development of opportunities for Sovereign (SO) and Non-Sovereign (NSO) operations: assist in the preparation and participate in appraisal missions to collect and analyze all necessary economic, financial, legal, market and technical information/data required to evaluate potential energy projects for Sahel G5 countries and other Desert to Power beneficiary countries across the Sahel region ;
  3. Liaise with other development partners in order to identify opportunities for co-financing and other partnerships ;
  4. Participate in the development of strategies, policies, procedures, papers, briefs and various reports relating to the financing of energy projects ;
  5. Provide transaction advisory support services, to increase investment and mitigate project risk in the DtP target countries ;
  6. Conduct investor outreach and education, identifying strategic new private sector (and other) potential partners to contribute to DtP’s objectives ;
  7. Enhance overall collaboration with the AfDB in furtherance of Power Africa’s energy generation and access goals ;
  8. Provide transaction advisory services to private sector companies for projects deemed as priorities for DtP in order to advance them towards financial close Provide targeted transaction advisory assistance to relevant private sector actors (including, but not limited to, developers, sponsors, suppliers, and investors), with the goal of helping to enable and/or accelerate project advancement ;
  9. Provide technical assistance to African governments needed to advance key transactions in areas such as project finance, legal and/or regulatory services, tariff reform, utility viability, energy sector planning, and institutional capacity building, among others ;
  10. Preparation of (draft) Terms Of Reference (TORs), Requests For Proposals (RFPs), Tender Documents to procure goods and/or services in line with the Bank’s procurement rules: E.g. Recruitment and supervision of Expert Advisors (and Bank staff) regarding execution of socio-technoeconomic (pre-) – feasibility studies, project preparation and implementation and utility performance diagnostics ;
  11. Review the various proposals and communications sent to the Bank by its partner, clients and RMCs; and take appropriate action, including issuing of technical opinion on government submissions to the Bank, drafting of responses and/or reports / presentations and internal or external follow-up ;
  12. Undertake any other technical tasks the Taskforce management or Bank Management may assign.

Profile of the expert – required qualifications :

  • Minimum Master’s Degree or its equivalent in a relevant field of study (power engineer, finance etc.) supported by a minimum of 6 years professional experience in the energy sector ;
  • Proven track record of processing and executing complex transactions in the energy sector from a private sector standpoint and in particular related to Independent Power Producer (IPP) investments ;
  • Experience implementing power projects with public sector institutions and / or bilateral and multilateral development finance institutions will give an added advantage for this position ;
  • Familiarity with project management and project development and transaction cycle in Development Finance Institutions, multilateral organizations, and of the African Development Bank, will give an added advantage ;
  • Strong financial modeling expertise ;
  • Competence in the use of AfDB standard software (Word, Excel, Access and PowerPoint) knowledge of SAP software will be an added advantage ;
  • Excellent written and verbal communication skills in English and French.

Reporting obligations : The consultant will work under the supervision of his/her line manager and shall report to him/her.

Location of assignment :

  • The consultant will be based at the AfDB Headquarters in Abidjan, with travel across RMC countries ;
