REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES FOR DEVELOPING A REGULATORY FRAMEWORK FOR ELECTRIC MOBILILITY IN ANGOLA)

1. The African Development Bank (AfDB) seeks a highly experienced policy expert/Consultant to help with the development of a regulatory framework for electric mobility in Angola, and invites Consultants to indicate their interest in the assignment ;

2. The services to be provided under the Assignment can be found in the Terms of Reference (Annex 1) ;

3. The Small Grant Initiative (SGI) hosted under the Bank’s Urban and Municipal Development Fund (UMDF) invites Individual Consultants to indicate their interest in providing the services described in the ToR. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Consultants and consulting firms must comply with the “minimizing conflicts of interest” considerations (Annex 1 to AfDB’s Independent Evaluation Policy). Please, note that interest expressed does not imply any obligation on the part of the Bank to shortlist ;

5. The estimated duration of services is sixty days (60) and the estimated starting date is November 2021 ;

TERMS OF REFERENCE

for 

A Consultancy for Developing a Regulatory Framework for Electric Mobility in Angola

BACKGROUND :

Effective and efficient transport is a basic need, which is deeply linked to the quality of life, health, education, and economic activity. In many countries, especially in Africa, this need is far from being exhaustively covered, leading to the proliferation of sub-standard, informal road networks. This is of particular relevance when considering by 2030, half of Africans will be living in urban areas. Under current trajectories, many African cities (e.g. Nairobi, Luanda, Dar es Salaam) will have roughly doubled in population size from 2010 to 2025, with vehicle populations having doubled, tripled, or even quadrupled in less than ten years (e.g. Johannesburg, Abidjan). In addition, by 2035, ~50% of future cities across Asia and Africa will not even been built yet. This rapid urbanization and motorization is already outpacing many city governments’ ability to extend or upgrade basic services for the poorest populations. These populations are exposed to unhealthy levels of air pollution and dangerous, inefficient modes of transportation.

The transport sector is currently responsible for about one quarter of energy related carbon dioxide emissions. This is set to grow to one-third by 2050. In addition, the transport sector is a leading contributor to short-lived climate pollutions, especially black carbon. Therefore, global transition to low- and zero emissions mobility is essential to meet international climate commitments, including the Paris Climate Agreement

In Angola, the World Health Organization has classified the air quality moderately unsafe. The most recent data indicates the country’s annual mean concentration of PM2.5 is 32 µg/m3 which exceeds the recommended maximum of 10 µg/m3. Contributors to poor air quality in Angola include oil and gas exploration, mining, vehicle emissions, and agricultural waste burning.

The development of low-carbon vehicles is one of the major points in the fight against global warming and reducing greenhouse gas emissions and can be a key to unlocking positive economic and sustainable growth in Angola. To be able to develop this mode of mobility, it is imperative that a regulatory framework must be developed to define different items related to the electric mobility.

These elements are to be identified and developed through analysing all aspects: regulation, laws, taxation, electric power, market, industry, value chain etc..

The objective of the consultancy is to do a study and analyse the current conditions in Angola in terms of current policies, programs, laws, regulation, market, industry related to the electric mobility. This study should have a comparative analysis and recommend action plan to develop the best regulatory framework market orientated possible to be discussed with different stakeholders in Angola. The final study will inform the systematic replacement of all fossil energy use with increasingly affordable, reliable, and resilient systems designed with 100% renewable energy-driven services that enable new shared, coordinated mobility services that are electric. Data, insights, and analytics is used as the foundation to move toward efficient, higher-occupancy, affordable, safe and inclusive mobility options that maximize clean mobility for all.

CONSULTANCY OBJECTIVES :

Developing a Regulatory Framework for Electric Mobility in Angola :

The African Development Bank (AfDB) in collaboration with the Angolan Ministry of Transport seeks a highly experienced housing finance and policy expert/Consultant to help with the design of a regulatory framework for electric mobility in Angola, with an overview of the main issues electric mobility faces at the local level and the main steps a local government can take to address some of the challenges whether independently or with support of Development Finance Institutions (DFIs)/ International Finance Institutions (IFIs), other development partners, and the private sector.

The description of the assignment :

The Consultant will help develop a framework to be used by National and local governments across Angola, in the design and implementation of electric mobility projects they want to initiate. This will be a decision-making as well as a project management instrument in a critical, but challenging area of local policies. The study will have three main objectives :

1. Support the deployment of charging infrastructures : One of the essential conditions for the development of electric mobility is the availability and ease of use of charging infrastructures. These charging points must be available on the road, in parking lots, near retail stores, in the workplace or at home. To promote the deployment of electric vehicle charging infrastructure, the government has to put in place a series of measures. This concerns financial aid for the installation of charging points and legislative and regulatory measures to remove obstacles to the deployment of charging stations (for example: the creation of an aid programme to encourage investment in charging point facilities; tax credit for individuals for the purchase of a charging point) ;

2.  Encourage the development of electric vehicles market to accelerate the energy transition of the fleet : an Act to provide for various provisions to benefit the development of electric vehicle market provide structured incentives for design, making, acquisition and use of the electric vehicle and related components ;

• Provide for the possibility of giving vehicles with very low emissions (running on electricity or hydrogen) preferential traffic and parking conditions (e.g.: reserved lanes).

3. Propose favorable taxation and financial arrangements : 

• Vehicle taxation concerns several points on which the State acts to benefit the electric vehicle. Thus, the tax on company vehicles, the tax on registration certificates, the bonus/ecological malus scheme, the conversion premium, the cap on the depreciation of passenger cars or the reduction of the benefit in kind, are all levers that can be incentives

SCOPE OF WORK :

The AfDB is seeking to engage a specialist in transportation with a high background in regulation and electric mobility development. The consultant should check and diagnose through discussion and meeting with different stakeholders in Angola the following :

• Identify existing conditions in Angola related to development of an electric mobility market and industry ;
• Identify existing conditions to development a supply chain industry for the electric mobility industry ;
• Identify the country’s potential on electric mobility raw material components ;
• Stakeholder mapping to examine which institutions are in charge of these tasks ;
• What regulations and laws exists or in preparation for the electric mobility?
• How the government sees the evolution of the electric mobility in Angola?
• What are the strengths and weaknesses of the current situation in terms of electric mobility: bare ground, where we must prepare everything, or are there actions that have been done?
• Analyze the actions to be undertaken to prepare a regulatory framework for electric mobility in Angola (structure of the framework, actions to develop, responsibilities, etc..)
• Define the regulatory framework structure ;
• Define a financing structure for the electric mobility sector ;
• Present a comparative analysis for experiences in the world, that could apply in the case of Angola, with strengths and points to avoid ;
• Present a report at the end of the mission containing different points studied and recommendations to develop a regulatory framework for electric mobility in Angola, which will be discussed with different stakeholders and adopted.

The            goal            will            ultimately            be            to            provide           guidance            on :

• Enabling  policy  and  business  models  for  e-mobility  are  identified  and  improved ;
• Identify the most appropriate business models for e-mobility scale-up through PPP ;
• Governance policy to be developed.

QUALIFICATIONS :

1. Academic Degree/level and years of professional experience : At least a Master’s Degree / 15-20 years of experience in the e-mobility transportation sector, built/regulatory environment, urban and physical planning, urban design, urban/transport policy and urban/transport economics ;
2. Language : Fluency in English and Spanish or Portuguese (both oral and written) is required ;
3. Areas of expertise : Must e-mobility or transport policy, economics and finance; governance, innovative financing solutions at the local level, and emission reductions ;
4. Skills : strong interpersonal skills, proactive, results-oriented, creative professional that has worked with national and local governments specifically in the areas of transport, urban and land use planning, international organizations to provide technical assistance to central or local governments and DFIs, IFIs and other development partners in areas relevant to the assignment.

CHARACTERISTICS OF THE CONSULTANCY :

1. The Consultancy shall be for a period not exceeding 8 weeks or 60 days ;
2. Place of work: In Angola and Own home country by spending at least 1-2 weeks of the assignment in Angola. This will allow for interaction with stakeholders, collection of data reference materials, understanding of the market, survey, and questionnaires ;
3. Supervision of assignment shall be done jointly by AfDB and Angola MoT through their designated Task Managers.
