FOR THE RECRUITMENT OF INDIVIDUAL CONSULTANT TO SUPPORT NATIONAL INSTITUTIONAL CAPACITY STRENGTHENING ON CLIMATE FINANCE IN SÃO TOMÉ AND PRÍNCIPE

 

 

 

  1. The African Development Bank (AfDB) hereby invites National Individual Consultants to indicate their interest in the following assignment : “Consultancy services to support national institutional capacity strengthening on climate finance in São Tomé and Príncipe”. For more details, please refer to the Tors in the annex ;
  1. The Bank invites National Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The estimated duration of services is 25 man / days, and the estimated start date is September 1st, 2021;
  1. Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: from 08:00 to 17:00 hours, Abidjan local time ;

ESTABLISHMENT OF THE SHORT LIST :

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

Terms of Reference (ToR) for the recruitment of a training expert to support national institutional capacity strengthening on climate finance in São Tomé and Príncipe

BACK GROUND :

The Africa Climate Change Fund (ACCF) hosted within the Climate Change and Green Growth Department (PECG) of the African Development Bank (AfDB), is an enabler fund which builds institutional capacity for regional member countries or institutions to access climate finance. The Africa Nationally Determined Contributions (NDC) Hub whose secretariat is hosted within PECG, is a multi-stakeholder platform, which allows for leveraging of technical and financial capacity of various development institutions to efficiently and effectively address NDC implementation needs.

The Africa NDC Hub with funding from the ACCF is supporting institutional capacity building in Namibia, Uganda, São Tomé and Príncipe and Cameroon through a project entitled, “The Africa NDC Hub: Supporting NDCs Implementation in Africa”, to accelerate access to climate finance and the effective utilization of funds for the implementation of NDCs.

As part of the project activities, it is envisaged to strengthen national institutional capacity in São Tomé and Príncipe. In this regard, the African Development Bank (PECG) seeks to hire a training expert (individual consultant) with the responsibility to support this activity.

 

GENERAL SCOPE OF THE ASSIGNMENT :

The general scope of the mission is to improve institutional and technical capacity on climate finance and green investment, which will further propel the beneficiary country towards resilient and inclusive green growth.

 

SPECIFIC TASKS :

  1. Update the assessment of the capacity gaps and needs for NDC implementation : This should include the mapping out of the broad institutional context to assess the capacity gaps and needs including coordination, gender responsiveness, learning, and funding needs of all national actors including subnational governments from cross-sectoral line ministries and non-governmental groups to mobilize climate finance and implement the NDCs in the project countries.
  1. Design and implement 1 capacity building training for national actors (public, private and CSOs) on climate finance : Within this task, the consultant will develop tailored trainings to strengthen the capacities of national and private institutions and CSOs for managing adaptation and mitigation finance across various institutions and levels as well as accessing funds directly, blending, catalyzing and coordinating of climate finance. The training will cover topics such as the full project cycle from proposal development to implementation, understanding the landscape of climate finance-international, multilateral, national, grants, loans and how to leverage more funding, blended finance with private sector among others

Before the trainings

The consultant will conduct the following tasks :

  • Prepare the presentations as well as the necessary training tools ;
  • Share presentations and tools with the national organization team for validation ;
  • Hold eventually a framing session with ACCF team and the Ministry to present the outline of the training session.

During the trainings :

  • Take part in briefing and debriefing meetings ;
  • Conduct the training ;
  • Ensure the evaluations (pre and post sessions) ;
  • Facilitate the group work sessions ;
  • Ensure the reporting.

After the trainings :

  • Elaborate and submit an end of trainings’ activities report.

The trainings will adopt the training of trainers’ approach. In order to ensure good comprehension and mastering of knowledge by the participant, the consultant / trainer should favor participatory approaches (use of physical supports) and the use of local and participants experiences.

 

  1. Contribute to the preparation of guidelines and tools for climate related assessments and for identification and formulation of proposals for funding

The consultant will contribute to the development of guidance notes on how to develop funding proposals to access climate funds from the GCF, GEF, and private sector finance. The guidance notes will provide practical systematic guidance to country on the various stages of proposal development/project preparation, including identification, concept note, feasibility studies, and full proposal development as well as an understanding of the requirements of various sources of climate funds. The guidance note will also provide the broad elements of project finance and how to blend and leverage various sources of funds-public and private to fund proposals developed.

KEYS DELIVERABLES :

  1. Detailed methodology for the assignment ;
  2. Capacity gaps and needs assessment report for NDC implementation ;
  3. Training’s modules and tools ;
  4. Training programme ;
  5. Guidelines and tools for climate related assessments and for identification and formulation of climate change proposals ;
  6. End of activities report.

 

QUALIFICATION :

The required consultant is expected to have the following qualifications and expertise :

  • Minimum a Master’s degree in climate science, environmental studies, economics, development, agro-business, climate finance, environmental governance, or other relevant disciplines with several years of field experience ;
  • Be a training specialist with one or more high-level diplomas (HND’s Degree, Bachelor’s Degree, etc.) ;
  • Have worked with renowned national or international institutions (Banks, international organization, Multilateral Development Institutions or donors) ;
  • Have at least eight (05) years of experience in training and capacity building ;
  • Proof of proven work experience in the development of training programs ;
  • Have a good capacity for analysis and drafting of technical documents ;
  • Good communication skills ;
  • Portuguese language proficiency is required, French or English are an added advantage ;
  • Use of Microsoft Office software is essential ;
  • Proven experience and / or knowledge of different environment and climate finance donors (including inter alia GCF; GEF, ACCF, etc.) ;
  • Have a good aptitude for teamwork.

 

OTHER MODALITIES AND TIMEFRAME :

  • Payment of the consultant will be made upon satisfactory accomplishment of the key deliverables outlined in the Terms of Reference ;
  • The estimated duration of the assignment is 25 man/days ;
  • The consultant is expected to be based in São Tomé and Príncipe.
