The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

We are looking for our new Head Of Program in DRC!

NRC has been present in DR Congo since 2001 and currently runs operations in the Provinces of North & South Kivu, Province Orientale and Kasai and Tanganyika Province with offices in Goma, Bukavu, Beni, Bunia, Kananga and Kalemie. The program has an annual turnover of approximately NOK 308M. The DR Congo operation responds to populations affected by conflict and displacement. We reached around 700.000 beneficiaries with education, food security, ICLA, WASH/shelter and Rapid Response Mechanism projects.

The purpose of the Head of Program position is to develop and ensure implementation of holistic high-quality program. He/she reports to the Country Director.

Job description :

  • Line management of Program Specialists;
  • Member of the Country Management Group (CMG);
  • Compliance with and adherence to NRC policies, guidance and procedures;
  • Provide program input to Country Strategy and Plan of Action;
  • Development of Core Competency strategies;
  • Development of holistic and needs based programs ;
  • Identify funding opportunities, develop funding strategies and forecasts;
  • Grants management, BPO allocations and reporting to donors, including compliance with donor standards;
  • Capacity building of all technical staff;
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Qualifications :

  • Minimum 5 years’ experience from a senior management position in a humanitarian/ recovery context ;
  • Experience of working in complex and volatile contexts ;
  • Core competency expertise ;
  • Documented results related to the position’s responsibilities ;
  • Knowledge about own leadership skills/profile ;
  • Fluency in English and French, both written and verbal ;
  • Valid driver’s license ;
  • Knowledge of the context in DR Congo and the region ;
  • Coordination and representation skills ;
  • Knowledge in Emergency, but also early recovery, programming.
