How can you make a difference?

Under the direct supervision and general guidance of the Human Resources Specialist/Manager, the Senior Human Resources Associate provides administrative, procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in the country office, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations.

 

Key tasks/responsibilities :

Support to business partnering :

  • Through research of policies and analysis of data, provide support in advising their clients on HR-related needs and developing subsequent plans of action ;
  • Provide accurate and timely advice to clients on HR processes and policies, ensuring the highest level of client-orientation ;
  • Support in proactively advising clients on the resolution of human resources issues by recommending equitable and transparent solutions that protects both the staff and organization’s interests in accordance with policies, regulations and procedure.

Support to Implementation of assigned Human Resources Services :

  • Provide support to various HR functions e.g. Job Classification, Recruitment, On-boarding, Off-boarding, Performance Management, Data Analytics, etc.) with an aim to help implementation of an efficient client services and effective human resources management ;
  • When assigned casework in the relevant area on either a routine or non-routine basis, analyze and synthesize issues and problems, and interpret established, formal guidelines to address and recommend solutions or further actions required.

Learning and Capacity Development :

  • Support the design and delivery of learning plans for staff ;
  • Contribute to the mapping of competencies for staff included in the assigned client portfolio, assisting in the development of a comprehensive framework in support of the development of the talent pipeline ;
  • Research on efficient and cost-effective learning products which enable staff to develop their skills and competencies ;
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders ;
  • Support development of an induction package and conducting orientation to new staff.

Technical :

  • Knowledge of HR principles, rules, regulations and procedures ;
  • Computer literacy and the ability to effectively use standard office software tools as well as good knowledge and skill in using HR systems ;
  • Ability to extract and format data and to solve operational problems ;
  • Ability to organize own work, set priorities and meet deadlines.

Interpersonal and communication :

  • Takes responsibility to respond to internal and external service needs promptly and proactively; takes initiative to ensure that deadlines, rules and regulations are met. Uses own discretion to address unforeseen situations ;
  • Demonstrates a high degree of confidentiality, initiative and good judgment ;
  • Demonstrates courtesy, tact, patience and ability to work effectively with people of different national and cultural backgrounds.

 

To qualify as an advocate for every child you will have…

Education : Completion of secondary education preferably supplemented by a technical or university course relevant to the functions of the post.

Experience : A minimum of 7 years of progressively responsible experience of which at least 2 years in a supportive role in Operations/Human Resources with NGOs, NGOs or Corporate. Prior experience of working in UNICEF or another UN organization is highly desirable.

Language requirement : Fluency in English and Arabic required.
