Nature of the Position :
Under the direct supervision of the Senior Field Security Officer covering the country, the Senior Field Security Associate based in N¿Djamena is a member of the Field Security Unit (FSU) who will support the entire UNHCR operation in terms of security operations but more specifically UNHCR programmes and activities in and around N¿Djamena Urban.
In this capacity She/he will ensure all security requirements are met, including SRM, FSSS, RSM, SOPs, plans etc. She/he directly manages the guard force appointed for the security of the office(s) to ensure service level agreements are met, and takes appropriate remedial actions where/when needed, including through training. Likewise, she/he remains in contact with DPHR in N¿Djamena to ensure the same in camps and during escorts where they are needed. As a potential member of MFTs, she/he ensures that she/he understands perfectly UNHCR programmes and activities, and participates in their planning, execution, monitoring, and evaluations, contributing with her/his security expertise. As a member of the UNSMS security cell, the incumbent also ensures UNHCR¿s perspectives a fully considered when drafting interagency security-related documents.
The incumbent will also establish and maintain a solid network of contacts, including but not limited to country security forces, to contribute on the organizational situation awareness, to ensure immunities and privileges are respected and to ensure that due processes are observed where due, when dealing with UNHCR personnel and assets. She/he will compile weekly security reports to be reviewed by her/his supervision. In the absence of the Senior Field Security Officer, she/he may be delegated to manage the FSU, if the roving Field Security Officer is not available. Because of the sensitivity of the position, the incumbent must know how to handle confidential information, have good judgement, and good communications skills both written and verbal, to allow her/him to treat complex cases appropriately.
