Context :
Following the conclusion of the negotiations and formal adoption of the Global Compact for Safe, Orderly and Regular Migration (GCM) in Marrakesh and New York in December 2018, IOM as has now formally taken the leadership of the UN Migration Network as Secretariat and Coordinator. This is within the backdrop of the ongoing UN Reform, and the work to better support Member States to achieve the 2030 Agenda.
The IOM Regional Office for the Middle East and North Africa (MENA) based in Cairo is seeking to assist Member States in identifying priorities of the GCM implementation at a country and regional level. IOM provides technical and policy support to Member States and assists countries in achieving the GCM Objectives.
Furthermore, IOM, at the regional level, is currently the co-lead of the Working Group on International Migration in the Arab Region together with United Nations Economic and Social
Commission for Western Asia (UNESCWA) and the League of Arab States. This Working Group has been established since 2013 and brings together 18 different UN Agencies. The Working Group is organized at the Regional Coordination Mechanism level and as such, oversees the organization of various events, such as high-level meetings and capacity building of Arab States. Further to this, in the new structure, IOM will also be supporting of the launching the UN Migration Network at the Regional level for UN entities.
The IOM Regional Office in Cairo’s Liaison and Policy Unit works to support both IOM missions as well as Member States alike in the area of Migration Policy. It furthermore serves as the link to the field of the newly established Policy Hub in Headquarters and to support the outreach of the Organization Strategic Landscape and Vision in the MENA region.
Under the overall supervision of the Regional Director and the direct supervision of Senior Regional Liaison and Policy Officer, the Liaison and Policy Officer will assist in achieving IOM’s Global mandate on Migration and achieving RO Cairo’s regional support of the Global Compact on Migration, the UN Migration Network and the migration related activities of the Sustainable Development Goals (SDGs) in line as well with the Migration Governance Framework.
Core Functions / Responsibilities :
- Collect inputs on strategic policy matters from the Country Offices (CO) to the Regional Offices (RO) and feed them into the policy-development process for the MENA region ;
- Contribute to the dissemination of IOM policies and positions within the region ;
- Aid in the interpretation of IOM strategic policies to the regional context and advise the Senior Regional Liaison and Policy Officer and relevant RO staff as to key priorities for the region ;
- Contribute to the coordination, design and development of the Regional Office’s 2020-2023 Strategy for the Middle East and North Africa ;
- Support Country Offices in the delivery of migration policy support to states and other stakeholders at the regional level, as well as help identify where needed such support at county levels ;
- Assist the Senior Regional Liaison and Policy Officer to help Country Offices in the identification of needs and gaps in policy and institutional frameworks and identify priorities ;
- Support the Policy Hub activities on regional level ;
- Promote and prioritize whole-of-government and whole-of-society approaches through project proposals and programme interventions ;
- Assist Country and Regional Office in operationalizing UN reforms at the Country and Regional Level, as well as national internal and external strategies ;
- Support the organization of high-level migration policy events and capacity building for a for Member States and key partners ;
- Support the implementation of key migration policy trainings, e.g. Migration Governance Framework, SDGs and apply tools developed by the Policy Hub to support states ;
- Contribute to the development and coordination of migration policy-development tools for the benefit of states and other stakeholders in line with relevant international frameworks and build stronger migration policy capacity. Assist in ensuring effective coordination at the regional level within the UN system ;
- Perform such other duties as may be assigned .
Required Qualifications and Experience :
Education :
- Master’s degree in International Relations, Political Science or a related field from an accredited academic institution with five years of relevant professional experience ; or
- University degree in the above fields with seven years of relevant professional experience .
Languages : IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
