Job Description :

The International Rescue Committee (IRC) has operated in Libya since 2016, where it works with Libyan national and local health authorities to provide inclusive free-of-charge health services to vulnerable populations. There is consensus among stakeholders that Libya’s Essential Service Package (ESP) should be the cornerstone of the MoH’s strategic reform program and a key tool in reaching Universal Health Coverage (UHC) for people living in Libya. The Libyan ESP is composed of two service delivery levels – primary care at Primary Health Care Centers (PHCCs) and secondary care at hospitals – and five health programming areas: reproductive, maternal, and newborn health; child health; communicable diseases; non-communicable diseases; and emergency services. Accordingly, since 2018, IRC has collaborated with the European Union (EU) Delegation in Libya and the MoH to develop and pilot the (ESP) aims at strengthening existing delivery systems and providing a standardized package of primary health care services to Libyans and non-Libyans.  Funded by the European Union Delegation in Libya, the Advancing Capacity for and Coverage of the Essential Services package through Systems strengthening  (ACCESS) is designed to address the combined lack of quality ESP offered and strengthen the management capacity, accountability and transparency of the District Health Office (DHO) to oversee and coordinate health services in the municipality in close coordination with other services provided by humanitarian and development actors in addition to community engagement and accountability to promote a healthy lifestyle and ensure services meet their needs. While treatment and prevention of communicable diseases remain the current priority for the country, attention to less common None- Communicable Diseases (NCD) will be paid to avoid their spread in the future. ACCESS will ensure the roll-out of the Libyan NCD Health Promotion Strategy (2020 – 2025) (developed through prior EU funding) at all supported facilities, while personal hygiene and changing lifestyle messages will form part of the hygiene promotion activities. The aim of the strategy is to decrease NCD mortality, increase numbers of NCD patients attending primary healthcare, reduce NCD acute or chronic complications, reduce the prevalence of smoking, and decrease the prevalence of obesity over the next five years. IRC will leverage tailored relevant IEC materials for NCD prevention and control which IRC for distribution at health facilities and in communities. IRC will support increased awareness of NCDs and conditions through on-the-job training on case management, improving diagnosis and treatment at the primary level, prevention through health education at the community and health facility level, and support to MoH campaigns.

ACCESS program will be implemented directly in Shahhat Baladiya in 5 clinics. In addition, the 3 hospitals and one dental center will benefit from training and pharma donations to support medical referrals for cases that require a higher level of care. In highly populated areas with non-functioning/damaged PHC centers, IRC will explore with the DOH sending mobile medical teams on a rotational basis to provide basic services.

Job Overview/Summary :

The Senior MTL (Snr.MTL) will act as focal point for ACCESS program in Shahhat Baladiya. S/he will report directly to the Senior Health Manager based in Tripoli. S/he will be responsible forcoordination with the Health Cluster and health authorities (DHO and PHCI) to conduct an in-depth Organisational Capacity Assessment (OCA) of each of the targeted health facility. S/he will work closely with the DHO and health facility staff to develop unique health facility improvement plans and prioritized action plans that address gaps identified during the needs assessment and is aligned with the DHO priorities. Leveraging learning from the supervision toolkit pilot developed by IRC in collaboration with the PHCI and funded by the EU, the (Snr.MTL) will work closely with the DHO and targeted health facilities to adapt the ESP tools, select and train mentors on their utilisation, and provide supervision and mentorship during the ESP roll-out. S/he will regularly review the aggregated data of services supervision and mentorship reports to improve the quality of provided services and tailor capacity building and training plans. In coordination with the PHCI, relevant departments at MoH, S/he will organize training in leadership and management including training in HR management, pharmaceutical and supply chain management, DHIS-2, and quality service improvement to all targeted PHCCs based on ESP quality of care tools. S/he will be responsible for monitoring the mobile medical activities and the follow up of partnership with MoH in the East (Shahhat). The senior MTL is responsible on managing recruitment of the medical staff for the mobile teams in addition to following up with the referral facilities, and ensuring continuity of care for acute and emergency cases.

S/he will work closely with supply chain department, with Tripoli pharmacist officer – warehouse and assist

in preparing and reviewing medication supplements’ lists and ensure receiving the required medications with the right

specifications from suppliers. Moreover, the Snr. MTL will support in all staff training/teaching orientation programs.

Major Responsibilities :

Under the supervision of the Senior Health Manager, the Snr. MTL is responsible on :

  • Manage the recruitment, appointment, and ongoing employment of all positions whom under his supervision ;
  • Conduct regular field visits to follow up on the implementation of project work plan ;
  • Support quality control of the ESP and mobile medical activities, through close monitoring of data and ongoing performance analysis of programmatic action ;
  • Review and enhance field visits processes to facilitate the medical staff’ work ;
  • Conduct monthly meetings with clinic staff to review progress, conduct on track, off-track assessments and submit report to the senior health manager ;
  • In coordination with senior health manager and HIMS Manager, develop and or revise data collection, monitoring, evaluation, and reporting tools as necessary and according to needs ;
  • Establishment of an effective referral system to public hospitals and private clinics, ensuring continuity of care for acute and emergency cases ;
  • Compile reports and submit weekly/monthly technical reports to senior health manager ;
  • Acting as “Referral Focal Point”, provide expert advice on referred cases, follow up with the referred facilities, and ensure continuity of care for acute and emergency cases for the different IRC’s projects ;
  • Develop relationships with referral sites in the area to foster coordination and collaboration and follow up on referral cases ;
  • Effectively analyses issues and solutions and presents options to the Senior Health Manager ;
  • Responsible for medical team development and capacity building programs ;
  • Assist in preparing and reviewing medication supplements’ lists and ensure receiving the required medications with the right specifications from suppliers ;
  • Conduct the required assessments to meet the ongoing variable project requirements ;
  • Assist other medical team members whenever needed ;
  • Attend scheduled program meetings ;
  • Provide general guidance to other medical team members ;
  • Assist in recommendation of processes on new assignments ;
  • To ensure that all IRC policies and procedures are carried out both in office and field ;
  • To be involved in any staff training/teaching orientation programs as required, and to take an active interest in other organizational activities
  • To attend such training programmes/courses as are available and necessary to keep up to date and further existing knowledge ;
  • Report any condition or progress to the health manager ;
  • Ensure that all staff, program, or other issues are quickly and properly addressed, raising them to the senior health manager as needed ;
  • To ensure that the IRC’s image is projected in the appropriate way ;
  • To undertake any specific duties as delegated by the senior Health manager ;
  • Due to the nature of this position there will be a requirement to undertake duties which may initially appear to be outside the remit of this job description and may involve additional working hours.

Represents IRC at coordination meetings, as designated by the senior health Manager.

Staff management : The senior MTL will not directly supervise staff. But, oversee and provide technical support to the mobile medical teams and clinical mentors from MoH staff.

Key Working Relationships :

Position Reports to :  Senior Health Manager.

Working Environment :  This position will be based in the IRC field office in Shahhat in the Eastern of  Libya with frequent visits to the field sites.

 

Qualifications :

  • University degree in Medicine & Surgery or related topics ;
  • Public health specialized training is an advantage ;
  • Minimum of 5 years’ work experience in health/medical fields, preferably in the NGO sector or UN agencies ;
  • At least two years’ experience in logistical or administrative works ;
  • Fluent in Arabic and English (Writing, Speaking, and Listening) ;
  • Computer literate with significant experience in using Microsoft Office (Word, Excel, and Power Point) ;
  • Excellent interpersonal communication skills and possess stamina to work under pressure ;
  • Oriented to the health systems in Libya.
