Background :
Over the last decade, the four countries around Lake Chad Basin, including Cameroon, Chad, Niger and Nigeria, have experienced unprecedented levels of crises, exacerbated by repeated incidences of violence from the Boko Haram terrorist group. These crises have deepened instability, slowed economic growth and engendered deep humanitarian concerns in the region. Additionally, the spread of radicalization especially amongst youth remain an imminent threat to peace, stability and development. Absolutist ideologies that reject co-existence, tolerance and progress represent an existential threat to these countries. As such, these ideologies have found recruits amongst the youth who believe that the state has failed them and that they are excluded from legitimate political and economic processes from time to time. Largely overlooked now due to Boko Haram activities in the region as well, the crisis has created an urgent humanitarian need for about 10.7 million people in the region. Almost a quarter of these people have been forced to flee their homes due to conflict or food shortages largely brought on by Boko Haram’s insurgency.
In response to the crisis, the African Union and the Lake Chad Basin Commission in 2015 signed an agreement for the operationalization of the Multinational Joint Task Force (MNJTF), to bring an end to the Boko Haram insurgency in the Region. Despite the significant progress made by the MNJTF, it is agreed by all stakeholders that overall success of the collective effort will be contingent upon coherent acceleration and completion of the second phase of the mandate, namely to “facilitate the implementation of overall stabilization programs by the Lake Chad Basin Commission (LCBC) Member States and Benin in the affected areas, including the full restoration of state authority and the return of the Internally Displaced Populations (IDPs) and refugees”. To achieve this, the Lake Chad Basin Commission (LCBC) was tasked by its Member States to facilitate the mechanisms and processes required to consolidate the gains of the MNJTF.
In light of the above and with the support of the Africa Union and UNDP, the LCBC developed a five years stabilization strategy – “Regional Strategy for the Stabilization, Recovery & Resilience of the Boko Haram-affected Areas of the Lake Chad Basin (RSS)”. The RSS provides a comprehensive, integrated and multi-level framework for overall stabilization, comprising nine inter-related pillars which include military support to the MNJTF, provision of humanitarian assistance and key interventions to secure early recovery and longer-term resilience. The Strategy recognizes the nexus between security, humanitarian and development issues and calls for a “New Way of Working” to be at the heart of the response to the Lake Chad Basin Region crisis. Achieving the “New Way of Working” will require strong coordination between Governments at central and local levels, regional and continental institutions and between UN agencies and entities, including international community partners, civil society actors and the private sector.
UNDP support to the stabilization of the region is at two key results. Result 1 focus on immediate Stabilisation of specific target areas, builds on UNDP experience in Iraq and elsewhere to offer activities to secure the following three outputs understood as the basis of successful stabilisation. Result 2 focus on strengthening the capacity of LCBC to implement the Regional Stabilization Strategy as adopted by the LCBC Ministerial Council on 30th August 2018 and endorsed by the AU Peace and Security Committee summit on 5th December 2018.
To achieve the two key results, UNDP developed the Regional Stabilisation Facility (RSF) to support the operationalisation and implementation of the Lake Chad Basin Regional Stabilisation Strategy and will resource a Stabilisation Secretariat with full capacity to lead and deliver on the two result areas. The Secretariat will be responsible for programming and implementation; building strategic partnerships, mobilizing resources; technical coordination and oversight as well as managing knowledge and communication that will lead to the achievement of the key results.
To ensure efficient and effective management of relationship and coordination with military component, the UNDP Regional Programme for Africa is looking for a Regional Civil-Military Coordinator (CIMIC) Advisor. Under the overall guidance of the Regional Programme Coordinator and direct supervision of the Head of Stabilisation, the CIMIC Advisor will act as civilian counterpart to MNJTF CIMIC colleagues and maintain permanent liaison with Facility CIMIC cells and with UN OCHA in each of the four countries. The Regional CIMIC Advisor will have a particular focus on planning, sequencing and coordinating initiatives for extending humanitarian access in border areas, for the safe cross-border return of refugees, and for the secure opening of borders in support of human mobility and cross-border trade, following bilateral Government agreements to do so.
Duties and Responsibilities :
Advise on Civil-Military Coordination :
- In his/her capacity, the CIMIC Adviser will establish the necessary liaison with Senior Military Officers within MNJTF and other National Military Forces, Military Liaison Officers (MLO), and personnel in UN agencies, including any relevant civilian mission staff, and civil-military coordination personnel of appropriate NGOs ;
- Monitor analyse and report on any major accomplishments and progress as well as identify and follow up any potential or actual friction points in relations between the humanitarian and security actors ;
- Serve as the primary focal point for all matters including policy related to civil-military coordination in close consultation with the Head of Secretariat and relevant military advisers to the Executive Secretary of LCBC ;
- Prepare, or provide substantive input in the preparation of, policy, position papers and reports on civil-military coordination issues for presentation to various LCBC member states, relevant UN agencies, members of international support group, and CSOs. Contribute to the Office regular reporting on civil-military coordination issues.
Policy and Advocacy :
- Lead, if applicable, the development of country-specific guidelines on civil-military coordination, based on internationally recognized guidelines and best practices on the use of Military and Civil Defence Assets in Disaster Relief” and “Guidelines on the Use of Military and Civil Defence Assets to Support UN Humanitarian Activities in Complex Emergencies”, and other applicable UN Security Council resolutions and other relevant instruments ;
- Ensure that the country-specific guidelines, and the generic guidelines mentioned above are properly disseminated and understood by both the humanitarian actors and the military forces present, as well as by local actors, as appropriate. Promote and ensure adherence to international standards and best practices within the entire humanitarian community and advise on potential consequences if these principles are compromised ;
- Organise, with relevant and balanced Humanitarian and Military representation, Workshops on Civil-Military relations, by advocating adherence to applicable guidelines and principles and focusing on positive examples, contribute to a positive working relationship between relevant international military and non-military stakeholders ;
- Act as an advocate for the promulgation of CIMIC concepts, principles and activities, the promotion and protection of humanitarian principles and the dissemination of CIMIC Coordination related guidelines.
Establish and maintain CIMIC Coordination Network :
- In this context, establish and maintain dialogue and coordination with the military and security forces in MNJTF Sectors of Operation. Identify, establish and maintain contact with the appropriate military counterparts, especially international military force deployed, and ensure mutual exchange of information about ongoing humanitarian activities and issues. Advise the military forces in the area of responsibility on international humanitarian coordination mechanisms. These mechanisms may include the RSS Steering Committee, LCBC Senior Management Team, UN Country Team, UN Security or Disaster Management Teams, Humanitarian Clusters, amongst other etc ;
- Establish and maintain contact with humanitarian actors in the area of responsibility and serve as an information channel and advocate for their issues with relevant military/paramilitary organizations ;
- Lead or participate in working groups, meetings and consultations with relevant humanitarian and development stakeholders and players in the LCB region including UN agencies; organize meetings on CIMIC Coordination matters with Heads of humanitarian agencies and/or other appropriate entities ;
- Establish and maintain, if appropriate, an information exchange forum for stakeholders and interested parties in civil-military relations and participate in relevant meetings.
Humanitarian Affairs :
- Leads and/or participates in large, complex projects, to include disaster assessment or other missions; coordinates international humanitarian/emergency assistance for complex emergency/disaster situations; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries ;
- Partner with other humanitarian actors to plan and evaluate complex humanitarian and emergency assistance programmes; helps ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations ;
- Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including on early warning and contingency planning.
Other duties :
- Acts as Security Focal Point for the RSS, establishing and maintaining engagement with all Security Management System as appropriate ;
- Performs other duties as required.

Computer Skills :
- Excellent computer literacy and skills on MS Word, Excel, and PowerPoint, database systems, statistical analysis and overall report writing ;
- Expertise in analysing data using statistical software is an asset.

Required Skills and Experience :
Education : An advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field, is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience :
- A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, or other related area is required ;
- Experience with experience in civil-military coordination, or experience in the military forces dealing with humanitarian operations is desirable ;
- Experience working in a country with a peace-keeping operation is desirable. Relevant field experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable ;
- Experience in the UN Common System is desirable
Language Requirements : Fluency in spoken and written English and/or French.
