Job description : Security manager
Introduction :
This job description is for the position of Security Manager at the Embassy of the Kingdom of the Netherlands (EKN) in Niger.
The Embassy team consists of 14 people, including 6 expatriates.
This job description is intended to give an overview of the objectives and content of the job as security manager. As the situation in Niger is volatile, the job duties may change in practice to reflect these dynamics.
Objective :
The objective of the Security Manager position is to find a balance between ensuring the security of EKN people and property in Niger and the need to work as diplomats and development experts in a potential high risk environment.
The Security Manager will contribute to this objective through a number of activities, the most important of which are managing relationships with :
- National security authorities ;
- Security personnel of other international representations ;
- The contracted security company for the provision of guards and security services ;
- Other relevant actors such as security officers of NGO’s, specialized security organisations, etc.
The Security Manager is part of the EKN general affairs team. It is expected that up to 25% of the Security Manager’s time will be spent on administrative tasks, including, for example, updating the security plans and risk assessments for the EKN and the areas where the Dutch programs are executed.
Responsibilities :
The Security Manager’s responsibilities include, but are not limited to, the following tasks :
Situational awareness :
- Actively monitor the local security situation in Niamey and inform the Deputy Head of Mission and Head of Mission of relevant developments ;
- Actively monitor the national security situation in Niger and inform the Deputy Head of Mission and Head of Mission of relevant developments ;
- Assess, implement and update all EKN security plans and measures to ensure that security measures are up to date with existing threats ;
- Advise on security issues and measures as requested, but also in advance (own initiative) ;
- Prepare security reports and threat assessments as requested, particularly with respect to field monitoring visits and official missions ;
- Build and maintain a network of contacts in Niamey and the regional capitals (with a particular attention for Tillabéri, Dosso, Tahoua, and Agadez), and with national security authorities such as police, gendarmerie and army, as well as other relevant local entities such as fire departments and hospitals ;
- Maintain relations with the security personnel of the international representations including Dutch NGOs ;
- Structural and timely reporting on relevant safety incidents involving other Embassies etc. in the duty area and assess the responses of other Embassies etc.
Ensure safe behavior of EKN staff :
- Ensure, through regular trainings, exercises etc., that all staff members have sufficient security awareness and safety response skills and drills ;
- Oversee and ensure compliance of EKN staff with mission specific security instructions, travel instructions and standard security procedures (including drivers), in coordination with the Operational Manager and Deputy Head of Mission ;
- Prepare mission-specific security instructions, travel instructions and key emergency procedures ;
- Provide security briefings to EKN staff as needed, in consultation with the Deputy Head of Mission ;
- Ensure ICT security awareness and compliance of all staff; and report timely on any gaps in the ICT safety ;
- Develop and conduct (in cooperation with the security company representative) specific skills development activities for security guards assigned to EKN, to ensure that security guards understand and are able to perform the specific security tasks required by EKN ;
- Verify, document, record, report and investigate all security incidents in which EKN staff is involved as an employee ;
- Maintain the inventory, condition and educated use of EKN safety and communication equipment and ensure proper maintenance and timely replacement ;
- Facilitate the security clearance process for all new staff at the appropriate level ;
- Brief visitors on security issues as requested ;
- Arrange for staff and visitor security when requested,
Ensure a safe environment for EKN staff and their visitors :
- Conduct inspections of (new) residences/ houses of the expatriate staff and overview of construction works in residences/ houses of EKN expatriate staff ;
- Advise on, monitor and inspect safety measures (approved by The Hague) for all premises of expatriate staff ;
- Conducta regular check of the Embassy building, to ensure that all necessary security measures related to the building are up to date and being implemented ;
- Sweep the Embassy and take all other necessary measures before high profile visits ;
- Assess and advise on the security of hotels for staff and visitors.
Qualifications :
The following qualifications are considered essential :
- Demonstrable experience in operational security, preferably in a security management role ;
- Demonstrable experience in monitoring and analyses of security developments, and the related identification of necessary security measures ;
- Good knowledge of the functioning and operational organization of national security authorities ;
- Good command of spoken and written French and a working command of spoken and written English ;
- Good interpersonal, communication, organizational skills ;
- Good knowledge of the functioning and operational organization of national security authorities ;
- Ability to quickly assess security risks and take appropriate measures ;
- Ability to work independently, with minimal supervision, and as part of a team ;
- Ability to multi-task and work under pressure with tight deadlines ;
- Ability to patiently and effectively manage a wide range of situations ;
- Computer literate with good command of Microsoft Office software, including Word, PowerPoint and Excel ;
- Valid driver’s license.
The following additional qualifications are desirable :
- Crisis Management Experience ;
- Certified ability to drive armored vehicles ;
- Certified completion of HEAT and CAC courses; and
- Practical experience as a trainer on security related issues.
