Experienced Individual Consultant for the Evaluation of implementation of Financial Management (FM) Policy.

  1. Background :

The Financial Management Policy Unit within the Bank’s Fiduciary and Inspection Department (SNFI), is charged with responsibility to (i) develop, interpret and review financial management (FM) policies, strategy and related implementing documents (manuals, guidelines, tools etc.); (ii) provide fiduciary support to the FM operations teams and other operation complexes (Sector Departments, Directorate General) throughout the entire project cycle; (iii) contribute to ensure compliance of Bank Fiduciary policies and procedures; (iii) contribute to the development and implementation of Bank fiduciary capacity efforts among Bank Staff and Regional Member Countries (RMCs); and (v) dialogue with external and global partners with a view to building partnerships and fostering harmonization.

The Financial Management Policy of the Bank was approved and issued by the Board in 2014 and it has since been publicized and being implemented.

  1. The services to be provided under the assignment include :

The SNFI hereby invites qualified Individual Consultants to indicate their interest in providing following Assignment : Consultancy for Evaluation of progress of implementation of the Financial Management (FM) Policy.

Specifically, and under the direct supervision and guidance of the Chief FM Policy Officer in the Director’s front office, the FM Policy Consultant shall carry out the following :

  1. Undertake a comprehensive review of progress of implementation of the Bank’s FM Policy since its approval and related framework documents ;
  2. Determine the adequacy or otherwise of the FM policy in contributing to achieving Bank’s fiduciary mandate ;
  3. Review the policy against those of other multilateral development banks or other similar institutions to determine its adequacy or otherwise and identify any gaps and make appropriate recommendation for addressing the gaps ;
  4. Review and determine the adequacy and relevance of the existing policy and related framework documents to the current Bank’s operating model and identify any gaps and make appropriate recommendation for addressing those gaps ;
  5. Review the existing FM policy to determine the extent to which it reflects and adequately aligns with Bank fiduciary policies and operating procedures where necessary ;
  6. Determine the progress and status of implementation of the existing FM policy and make appropriate recommendations (if any) to streamline implementation progress ;
  7. Develop appropriate monitoring mechanism and action plan (including specific progress measurable indicators) to guide the ongoing implementation of the policy and or future revised FM Policy.

  1. Required Qualification and Experience :
  1. The consultant to be recruited will be a national of member countries of the Bank and shall be required to have the following qualifications and experience ;
  2. a minimum of a professional accounting certification (CPA, CA, ACCA, Expert Comptable or equivalent) and Masters’ Degree or its university equivalent in accounting, business, finance, law, or related subject ;
  3. at least 10 years of proven experience in supporting the implementation of modern financial management systems and procedures in Multilateral Development Banks (MDBs), and or Public and Private sectors. Specifically, he/she will have a proven and solid knowledge in (i) Financial management applicable to projects and programs, (ii) International Public Sector Accounting Standards (IPSAS) International Financial Reporting Standards (IFRS);(iii) International Standards on Auditing (ISA); (iv) financial statements analysis; (v) public financial management ;
  4. Good knowledge of MDB’s financial management environment and operational policies ;
  5. Competence in the use of standard Microsoft Office Suite applications (Excel, PowerPoint, Word, Access) ;
  6. Excellent interpersonal relationships and demonstrated experience in promoting process improvement ;
  7. Excellent organizational, analytical, coordination and communication/ business writing skills ;
  8. Ability to work accurately, methodologically and meet deadlines ;
  9. Communicate and write effectively in English or French, with a good working knowledge of the other language ;
  10. Ability to perform other duties assigned by the Director.

  1. Deliverables :

The Consultant would be expected to provide the following deliverables :

  1. An Inception Report for the assignment four (4) weeks from the date of contract signature ;
  2. Draft Retrospective Report on the implementation of the Financial Management (FM) Policy, no later than three (3) months after date of contract signature ;
  3. Make a Power Point Presentation of findings to the Management of SNFI no later than two (2) weeks after the submission of draft Retrospective Report ;
  4. Submit the final Retrospective Report on the Implementation of the FM Policy incorporating comments/suggestions from the SNFI team no later than four (4) weeks after the formal power point presentation of the findings ;
  5. The Department SNFI invites qualified experienced Individual Consultants to indicate their interest in providing the above-described services. Interested eligible individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (CV, documentation, references for similar services, experience in comparable assignments, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The estimated duration of services is six (6) months from the date of contract signature.

 

  1. Restrictions :

In addition to the standard conflict of interest restrictions specified in the consulting contract, all materials created under this Contract will remain the sole property of the Bank. Re-use of the materials will require the formal, written approval of the Bank. The Consultant shall have no material interest in any of the outputs of this assignment.

On the commencement of the assignment, the Consultant will sign a statement of confidentiality that will bind the Consultant to nondisclosure of any sensitive information that the Consultant may become knowledgeable of during the course of the assignment.

  1. Remuneration :

The remuneration will be an all-inclusive monthly fee to be negotiated upon contract signature, and in compliance with the Bank’s stablished remuneration scale considering requisite qualifications and experience.

  1. Establishment of the Short List :

A shortlist of three to six individual consultants will be established at the end of the EOI using the following criteria :
