Position Description :
This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in Niger, implemented by IMA World Health, with JSI, GOAL, and Pathfinder International. MIHR’s work in Niger will strengthen quality maternal, newborn, and child health (MNCH), family planning/reproductive health (FP/RH), and nutrition services and support for improved resilience, building on USAID’s extensive malaria activities among communities in Dosso, Tahoua, and Niamey. MIHR will focus on sub-national technical assistance to increase equitable access to and use of essential facility- and community-based health services, by advancing adaptive, locally owned implementation approaches tailored to the realities and needs of these fragile contexts.
The Senior Monitoring, Evaluation, and Learning (MEL) Advisor for MIHR Niger will work in close collaboration with the Chief of Party (COP) to ensure monitoring and evaluation (M&E), project collaboration, learning, and adapting (CLA), and research strategies are sound and support the results and goals of the MIHR project in Niger. In collaboration with the Monitoring, Evaluation, Research and Learning (MERL) MIHR core/HQ team and technical staff, s/he will monitor program results and be responsible for the quality and accuracy of technical results and reporting. The position will be based in Niamey, Niger and will report to the COP, with guidance from MERL core/HQ. This position is contingent upon funder approval of key personnel and availability of funds.
Key Responsibilities :
- Lead the design and implementation of the project’s MEL activities, including 1) the development and updating of the project’s Activity MEL Plan; 2) development and monitoring of project indicators; 3) implementation of baseline and ongoing project monitoring assessments; 4) oversight of data collection and analysis; 5) synthesis of data findings for reports; and 6) quality assurance and auditing of data ;
- Lead the design and implementation of the project’s monitoring, assessment, and evaluation activities, which may include routine data, performance evaluations, surveys, formative research, qualitative studies, and rapid/special studies ;
- Ensure that data from the project is collected, cleaned, analyzed, and used among stakeholders for learning and policy development and on-going course correcting ;
- Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence ;
- Coordinate all research with MIHR core/HQ and ensure research implementation adheres to protocols and human subject protection ;
- Supervise and coordinate the work of other MIHR MEL staff in Niger ;
- Build capacity of staff and partners (including MOH and NGO counterparts) in MEL, data collection and management, and research and learning methods ;
- Oversee the dissemination of information on successful and promising approaches, lessons learned, and other project results to local, national, and regional-level intergovernmental bodies, donors, partners and other stakeholders ;
- Promote forums that facilitate collaboration, learning, and action because of this information ;
- Coordinate and collaborate closely with MEL teams/staff working on other USAID funded health projects ;
- Deliver presentations at professional meetings and conferences.
Qualifications :
Education : Master’s Degree in public health, demography, sociology, epidemiology, biostatistics, psychology, or a related field
Experience :
- Seven years’ senior-level experience in M&E and research related to large scale FP/RH/MNCH programs ;
- Experience working in health, preferably FP/RH and/or MNCH ;
- Demonstrated experience and familiarity with a range of qualitative and quantitative monitoring and research methodologies, such as, use of secondary data, behavioral surveillance surveys, etc. ;
- Experience in developing, implementing, and disseminating a learning agenda ;
- Experience monitoring projects, including setting indicators and tracking indicators against set targets; experience with USAID funded projects desirable ;
- Experience conducting quantitative/statistical and qualitative data analysis ;
- Experience developing and implementing project monitoring systems in fragile country contexts ;
- Experience in assuring data quality and/or conducting data quality assurance (DQA) reviews ;
- Experience working in Niger, preferably in the Dosso and Tahou regions.
Knowledge/skills :
- Excellent knowledge of data collection protocols for quality data collection and verification ;
- Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation ;
- Familiarity with USAID reporting requirements, including MEL Plans and PMPs ;
- Proven ability to work as an effective team member ;
- Excellent oral and written communication skills in English and French ;
- Professional oral and written communication skills in other local languages, such as Haussa, Djerma, and Tamacheck ;
- Ability to work and travel within Niger.
