Position Description :
This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in Niger, implemented by IMA World Health, with JSI, GOAL, and Pathfinder International. MIHR’s work in Niger will strengthen quality maternal, newborn, and child health (MNCH), family planning/reproductive health (FP/RH), and nutrition services and support for improved resilience, building on USAID’s extensive malaria activities among communities in Dosso, Tahoua, and Niamey. MIHR will focus on sub-national technical assistance to increase equitable access to and use of essential facility- and community-based health services, by advancing adaptive, locally owned implementation approaches tailored to the realities and needs of these fragile contexts.
The MIHR team believes that community health and strong community health systems are foundational to a resilient and effective health system. The Community Health Advisor will provide leadership and management oversight to the community systems strengthening and other community and cross-cutting activities of the project and will oversee the work of the Community Health Officer. The position will be based in Tahoua, Niger and will report to the Regional Manager with guidance from MIHR global technical lead for Community Health. This position is contingent upon funder approval of key personnel and availability of funds.
Key Responsibilities :
- Provide technical guidance and leadership to regional community health activities in support of increasing access to quality services, emphasizing linking the community at different points along the continuum of service delivery to the health facilities and strengthening the capacity of FP/RH/MNCH care providers to deliver integrated services at various service delivery points ;
- Oversee the implementation of all regional community health activities of the MIHR Niger project, including facility and community-based service provision, including support of improved programming and scale-up of community care sites in selected districts within Tahoua ;
- Provide support to the Community Health Officer in Dosso ;
- Provide technical support to strengthen accountability of partners and at the regional and district levels ;
- Provide input to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing community health activities, results and evidence ;
- Represent MIHR in technical working groups pertaining to community health and social behavioral change ;
- Support MOH and other stakeholders to strengthen community health information systems and reporting and community use of data for health system improvements ;
- Support the rollout of social behavioral change communication activities/ messages with partners ;
- Work in close collaboration with the Regional Manager and MIHR HQ to address all technical and programming requests ;
- Support other related tasks as needed.
Qualifications :
Education : Master’s Degree in public health, community health, or a related field; Degree with 2 additional years of relevant experience will be accepted in lieu of a Master’s Degree
Experience :
- Six years of experience designing, implementing, and evaluating community health programs of similar nature, size, and complexity, with national or local governments, NGOs, or donors; preferably USAID-funded projects ;
- Experience working on integrated multisector community health programs and on FP/ RH/ MNCH programs ;
- Experience working on project implementation in fragile settings, preferably in the Dossa and Tahou regions of Niger.
Knowledge/skills :
- Familiarity with Niger’s health systems and community health system strategies and social behavior change strategies ;
- Proven ability to work effectively at the grassroots level especially with underserved communities ;
- Knowledge of USG health initiatives and related reporting requirements and funding parameters ;
- Proven ability to work as an effective team member ;
- Professional oral and written communication skills in French ;
- Oral and written communication skills in English desired ;
- Ability to work and travel within Niger.
