Position Description :

This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in Niger, implemented by IMA World Health, with JSI, GOAL, and Pathfinder International. MIHR’s work in Niger will strengthen quality maternal, newborn, and child health (MNCH), family planning/reproductive health (FP/RH), and nutrition services and support for improved resilience, building on USAID’s extensive malaria activities among communities in Dosso, Tahoua, and Niamey. MIHR will focus on sub-national technical assistance to increase equitable access to and use of essential facility- and community-based health services, by advancing adaptive, locally owned implementation approaches tailored to the realities and needs of these fragile contexts.

The MIHR team believes that community health and strong community health systems are foundational to a resilient and effective health system. The Community Health Officer for MIHR Niger will support the regional based community systems strengthening and other community health activities of the project. The position will be based in Dosso, Niger and will report to the Community Health Advisor. This position is contingent upon funder approval of key personnel and availability of funds.

 

Key Responsibilities :

  • Support the implementation and monitoring of all regional community health activities of the MIHR Niger project, including facility and community-based service provision, including support of improved programming and scale-up of community care sites in selected districts within Dosso ;
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing community health activities, results and evidence ;
  • Represent MIHR in technical working groups pertaining to community health and social behavioral change as needed ;
  • Work in close collaboration with the Community Health Advisor and MIHR HQ to address all technical and programming requests ;
  • Organize need-based trainings and mentorship opportunities for community health workers and community groups ;
  • Coordinate and support proper reporting of community-based activities including the use of information to inform planning and implementation of project activities ;
  • Support the rollout of social behavioral change communication activities/ messages with partners ;
  • Provide support to the community health workers working on project activities ;
  • Support other related tasks as needed.

 

Qualifications :

Education : Degree in public health, community health, demography, or a related field

Experience :

  • Four years of experience designing, implementing, and evaluating community health programs of similar nature, size, and complexity, with national or local governments, NGOs, or donors ;
  • Experience working on FP/ RH/ MNCH programs, preferably USAID-funded projects ;
  • Experience working on project implementation in fragile settings, preferably in the Dossa and Tahou regions of Niger.

Knowledge/skills :

  • Familiarity with Niger’s health systems and community health system strategies ;
  • Proven ability to work effectively at the grassroots level especially with underserved communities ;
  • Knowledge of USG health initiatives and related reporting requirements and funding parameters ;
  • Proven ability to work as an effective team member ;
  • Professional oral and written communication skills in French ;
  • Oral and written communication skills in other local languages, such as Haussa, Djerma, and Tamacheck, or English desired ;
  • Ability to work and travel within Niger.
