Position Description :

This position is for MOMENTUM Integrated Health Resilience (MIHR) in Niger, implemented by IMA World Health, with JSI, GOAL, and Pathfinder International. MIHR’s work in Niger will strengthen the quality quality maternal, newborn, and child health (MNCH), family planning/reproductive health (FP/RH), and nutrition services and provide support for improved resilience, building on USAID’s extensive malaria activities among communities in Dosso, Tahoua, and Niamey. MIHR will focus on sub-national technical assistance to increase equitable access to and use of essential facility- and community-based health services, by advancing adaptive, locally owned implementation approaches tailored to the realities and needs of these fragile contexts.

The Monitoring, Evaluation and Learning (MEL) Assistants will work in close collaboration with the MIHR Niger MEL team and headquarters-based MEL team to support implementation of program-level MEL activities within the Tahoua region. The positions will be based in the focus districts (to be determined) and will report to the respective District Coordinator in the day-to-day with technical support and management by the Dosso MEL Officer, and the Senior MEL Advisor. This position is contingent upon funder approval of key personnel and availability of funds.

 

Key Responsibilities :

  • Support the implementation of the project’s MEL activities, including 1) monitoring of project indicators; 2) implementation of baseline and routine project monitoring assessments; 3) coordinate and strengthen data collection, data cleaning, data quality, and data analysis (quantitative and qualitative); 4) synthesizing data and study outcomes for presentation in reports and presentations; and 5) quality assurance and auditing of data ;
  • Support the implementation of the project’s monitoring, assessment, and evaluation activities, which may include routine data, performance evaluations, surveys, formative research, qualitative studies, and rapid/special studies ;
  • Contribute to work plans, quarterly and annual reports and other reports and papers summarizing project results and evidence ;
  • Support MEL workshops and trainings at the district and regional level ;
  • Support efforts to ensure that data from the project is collected, analyzed, and used among local stakeholders for learning and programming and on-going course correcting  ;
  • Assist in the dissemination of information on successful and promising approaches, lessons learned, and other project results to local, district and regional-level  government divisions, organizations, partners, and other stakeholders ;
  • Other related tasks as needed.

 

Qualifications :

Education : Degree in public health, demography, sociology, epidemiology, biostatistics, psychology, or a related field.

Experience :

  • Two years’ of experience in M&E and research related to large scale FP/RH/MNCH programs, preferably USAID funded ;
  • Demonstrated experience and familiarity with a range of qualitative and quantitative monitoring and research methodologies, such as, DHIS2 data,   facility and household surveys, key informant interviews, focus group discussions, etc. ;
  • Experience conducting quantitative/statistical and qualitative data analysis and in conducting data quality assurance (DQA) reviews desirable ;
  • Experience implementing project monitoring systems in Niger, preferably in the Dossa and Tahoua regions.

Knowledge/skills :

  • Knowledge of routine data systems, such as DHIS2 and data quality assurance and verification ;
  • Ability to analyze and present sources of quantitative and qualitative data and information in a simple way to local stakeholders to identify challenges and trends and formulate recommendations for implementation  ;
  • Proven ability to work as an effective team member ;
  • Professional oral and written communication skills in French ;
  • Oral and written communication skills in other local languages, such as Haussa, Djerma, and/or Tamacheck ;
  • Ability to work and travel within Niger.
