Position detailed description

This consultancy is part of a broader project in which IFPRI is collaborating with World Vision and the SPIR (Strengthen PSNP4 Institutions and Resilience) II consortium that aims to address the pervasive food and nutrition insecurity that is exacerbated by the poverty and degrading natural resource base of households in the Productive Safety Net Program (PSNP) in the targeted woredas of Amhara and Oromia.  During the refinement year in 2022, SPIR II learning activities will focus on formative and contextual assessments and pilot studies. The objective of the sustainable land management study is to identify and better understand effective strategies at overcoming barriers for women’s initial adoption of SLM approaches introduced through the PSNP community asset-building activities, as well as missing links between natural resource rehabilitation activities and livelihood diversification/income generation for women. This includes understanding how SLM approaches improve or exacerbate existing inequalities (gender, age, and other disadvantaged groups), and the constraints women face to participate in and benefit from SLM activities.

The formative study will contribute to the SPIR II learning agenda on sustainable land management, aiming to identify barriers for women to participation and adoption of any related practices and accompanying opportunities for livelihood generation. The consultant will collect and analyze qualitative data from watershed committees, user group participants and service providers in order to understand the context and challenges linked to land management, access to related information , and constraints to participation in activities that enhance resilience.

The consultant will collect and analyze qualitative data on management of land and natural resources, and related income generating activities, from community members selected according to specific characteristics or affiliation and from relevant stakeholders . The data collection will consist of in-depth interviews and focus group discussions across 3 kebeles. The consultant will be expected to transcribe and analyze the data and write up a report with the findings. The consultant will then share findings with the IFPRI and WV teams to facilitate design and planning for land management programming and prospective evaluations. Assistance with a submission of the study protocol to an Ethiopian institutional review board may also be required.

Consultancy duration

The consultancy will be of a duration of approximately 3 months. Immediate availability to begin fieldwork in October is required. The consultant opportunity is open to both individuals and organizations.

Qualifications

  • Masters’ degree in economics, environmental studies, agriculture, sociology, or related field with a social science focus
  • Experience in qualitative data collection and analysis
  • Fluency in Afaan Oromo and Amharic
  • Proficiency in English
  • Able and willing to conduct fieldwork in selected kebeles in rural Ethiopia

Preferred qualifications

  • Experience in collecting (qualitative) data related to natural resource management
  • Fluency in English
  • Based in Ethiopia
  • Working relationship with an Ethiopian institutional review board

Deliverables

Deliverables will be finalized in conjunction with the successful candidate depending on experience and availability, but will include a summary of analysis findings and recommendations to be incorporated into project deliverables.
