Mission context

Humanity & Inclusion (HI) has been intervening in Yemen on and off for the last 13 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
In addition, the mission is also expanding its sector of intervention through Risk education and Cash support. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission.  Geographical extension is as well envisioned.

Job description

Under the direct responsibility of the Operations Coordinator, you will be responsible for:

Proposal Development and Grant Management:

• Coordinate Proposal Development and Donor Reporting, liaising with different departments, scheduling tasks, and providing guidance to relevant staff members to ensure timely and high quality inputs
• Lead the development of high quality proposals and concept notes in compliance with donor regulations
• Consolidate operations inputs to prepare and submit timely intermediary and final reports to donors
• Liaise with the Deputy Desk Officer and Grants Officer based at HQ to maintain an updated grant follow up tool that is disseminated regularly to all relevant staff members
• Ensure compliance with donor guidelines in all donor reporting
• Participate in strategic planning exercises and follow up for the Mission and in internal meetings on new project designs
• Maintain updated soft copies of all grant management documents in HI’s grant portfolio (Own Cloud folders)
• In coordination with the various heads of departments, monitor implementation of programs to ensure they are in accordance with donor and HI internal regulations
• Consolidate inputs for and disseminate an internal Situation Report
• Organize and lead grant opening and lesson learnt workshops in coordination with the Operations Coordinator.

Representation and Donor Relations:

• Support the Head of Mission in the management of donor visits and in donor relations
• Representation in Donor Meetings, in collaboration with Head of Mission
• Proactively monitor available funding opportunities and keep updated on donor priorities and strategies (both for the organization itself as an INGO and for HI’s partners as local NGOs)

Donor Compliance and Promotion of Humanitarian Best Practices:

• Provide technical guidance on HI and donor regulations to ensure compliance within operations, program implementation, and reporting. Raise compliance issues proactively with program staff and the senior staff in relevant departments.
• Keep senior management informed of any projected inabilities to meet contractual obligations, report submission, and spend rates/significant budget variances. Also, be able to proactively mitigate risks through proposing remedial solutions, such as informing donors or raising timely modification requests.
• Organize regular Grant Opening and Grant Closing Meetings for all relevant staff members / departments to ensure coherence in the understanding of the Grant’s design across departments and bases, as well as to promote sharing of achievements and lessons learned

Field visits and Capacity Building:

• Regularly visit field offices in order to work directly with program staff on the development of proposals and to maintain an in-depth understanding of HI’s program activities and operations context
• Offer training and capacity building support to all staff members, as well as to HI partners’ staff.

Specificities

There is a 6 to 8 weeks delay in order to get the Yemeni Visa, so the final candidate will be identified the first week of November in order to start the Visa procedure.

The position is based in Sana’a – Yemen. In Sana’a there is a shared guesthouse well equipped with a safe room. Most of the work is done at the office but few possibilities to go out for work purposes and for some extra professional activities. All movements are done by car. HI has set-up a curfew. The situation is relatively calm in Sana’a nowadays.

Profile sought

Qualifications/training:

• Skills and experience in grant cycle management

Experiences:

• At least 3 years of experience in humanitarian/emergency contexts, with significant experience in proposal development and grant management
• Experience working with and knowledge of donor guidelines/compliance, including DG ECHO, and Government Donor Agencies
• Previous experience with HI is an asset
• Previous experience in Middle East is an asset

Competencies:

• Advanced planning, assessment, writing and analytical skills
• Strong writing skills in English are compulsory. Fluency in spoken English
• Excellent communication and networking skills
• Good organisational skills, co-ordination and the transfer of knowledge
• Knowledge of computers and Microsoft applications
• Strong skills in editing and formatting
• Knowledge of Arabic is an asset

Personal qualities:

• Strong interpersonal and intercultural skills
• Ability to work under high pressure
• Keen on developing the links and contiguum between relief activities and development projects
• Motivated by constant programme adaptation to an evolving context
• Ability to work in a tense context with strict security measures

Conditions

• Starting date: december 2018
• Length of the contract: 12 months
• Contract: salaried contract from 2210€/month gross depending on experience
• Per-diem: 550 € net/month
• Hardship allowance: 500 euros net/month
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 5 days every 6 weeks
• Status: position open in single status only
