Project Description :

In Botswana, we are implementing the Meeting Targets and Maintaining Epidemic Control (EpiC) project. EpiC is a five-year global project funded by U.S. Agency for International Development (USAID).  The project is dedicated to achieving and maintaining HIV epidemic control and it provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. EpiC and its consortium members will implement COVID-19 activities in more than 60 countries across the world. The project delivers high-quality technical assistance at the community, facility, district, regional and national levels, and builds relationships with relevant partners working to address COVID-19.  Our ability to respond quickly to program, technical and procurement needs leverage our deep bench of country-based clinical, program, and community experts.

EpiC will also work to optimize vaccine roll out, support community infection prevention and control, collaborate to develop risk communication strategies to prevent and mitigate the spread of COVID-19, and strengthen the health workforce planning and management structures. EpiC will work closely with the MoHW to ensure these actions are guided by and in coordination with the national strategy and other key partners implementing COVID-19 work.

Job Summary :

This position is expected to manage the technical, M&E, management and administration functions of the EpiC COVID-19 project at district level in the focus districts as assigned. The holder of the position will manage the development and implementation process of EpiC’s and partner services focused on the delivery of the project. The post holder will work with DHMTs to plan and direct schedules and monitor activities across the district(s). Reporting to the Technical Officer-COVID-19, he/she will monitor the project from initiation through delivery, and will liaise with district stakeholders (DHMT, Dikgosi, etc). The position will also contribute to the selection, development and evaluation of personnel to ensure efficient operations at district level.

Program Officers (Level I – III) provide a range of project management, communications, and administrative services at increasing levels of complexity to support project implementation and proposal development. Individuals within these positions are expected to demonstrate an increasing level of proficiency with best practices in project management.

Accountabilities :

  • Act as  the EpiC-COVID-19 project liason person at district level and provides project oversight and leadership to partner organization and EpiC staff/consultants at district level.
  • Responsible for ensuring project targets are met for the district(s) by collaborating with technical, program, M&E and other staff members to manage project implementation closely  ;
  • Collaborates with in-country technical and M&E teams and partner managers to ensure the COVID-19 project is designed and implemented according to USAID, FHI 360 and Government of Botswana program frameworks and standards ;
  • Guides and provides technical assistance to EpiC consultants and partner organizations in implementing quality services and performance management processes in service provision and project management levels  ;
  • Facilitates analysis and sharing of EpiC COVID-19 project information and updates with key stakeholders at district level  ;
  • Maintain a good working relationship with district stakeholders including DHMTs, and other implementing partners to ensure support for the project ;
  • Participates in and supervise district data clerks for capturing and submission/reporting of district COVID-19 data to the relevant department ;
  • Participate in active data analysis and program improvement through analysing project progress, and liaising with EpiC consultants and partner managers for program improvement ;
  • Participate in DHMT and partner district meetings to discuss COVID-19 project performance and also resolve challenges that may affect project performance ;
  • Perform any other administrative duties among them, driving, to support the district office operations and support to the partners district teams ;
  • Produce weekly/monthly/quartely technical and management reports to the Technical Advisor.

Applied Knowledge & Skills :

  • Experience in community based COVID-19 programming, and technical assistance to CSOs implementing these programs ;
  • Ability to analyze and establish effective and supportive cross-program coordination, organizational procedures, and management systems ;
  • Task level knowledge ;
  • Working knowledge of concepts, practices, and procedures with project design ;
  • Excellent oral and written communication skills ;
  • Strong and demonstrated project/project management skills ;
  • Ability to problem solve and implement corrective action as needed ;
  •  Ability to prepare reports and provide information to management in a timely matter ;
  • Articulate, professional, and able to communicate in a clear, positive fashion with funder and staff ;
  • Must be able to read, write, and speak fluent English and Setswana ;
  • Strong management, and reporting experience ;
  • Strong consultative and negotiation skills ;
  • Budgeting, financial management, and policies and procedures oversight experience ;
  • Demonstrated public relations and diplomacy skills required.

Profil :

Education : *

  • Bachelor’s Degree or its International Equivalent • Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Fields ;
  • Project management certification preferred.

Experience : *

  • Typically requires a minimum of 5+ years of relevant experience with projects management principles and practices ;
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization ;
  • International or Domestic (US) Program Development or Program management preferred.

Typical Physical Demands :

  • Typical office environment ;
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard ;
  • Ability to sit and stand for extended periods of time ;
  • Ability to lift 5 – 25 lbs.
