FHI 360 implements the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a five-year global project funded by the U.S. Agency for International Development (USAID).  EpiC receives COVID-19 funding to prevent, prepare for, respond to and bolster health systems to address COVID-19 and reduce cases of re-emergence. Currently, EpiC and its consortium members implement COVID-19 activities in more than 60 countries across the world including Papua New Guinea (PNG).

We are currently seeking qualified candidate for the position of: Finance Officer, EpiC COVID-19

BASIC FUNCTION :

Under the supervision of the Finance Manager, the Finance Officer is responsible for the whole cycle of financial management including budgeting, payments, accounting, financial reporting, coordinating audits, including follow-up on findings.  S/he is also responsible for processing FHI 360 country office and field office staff payroll and filling documents appropriately for Audit purposes.

ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES :

  • Undertake pre-audit on each voucher, invoice and all supporting documents for all procurement and services to verify correctness and completeness ;
  • Process FHI and IA staff payroll and other benefits on fortnightly basis ;
  • Prepare bank reconciliation and balance sheet reconciliation for FHI 360 accounting reports fortnightly and monthly respectively ;
  • Process Withholding Tax, Group tax, Nasfund Contributions in accordance with local law and submit on a monthly basis to IRC and Nasfund accordingly ;
  • Compile workbook transactions, Expats, SMAC and other allocations and prepare financial reports ;
  • Prepare cash flow requirements and submit for review and finalisation ;
  • Follow up GST reimbursement from IRC and deposits to FHI 360 bank accounts immediately ;
  • Assist Finance Manager for FHI 360 audits and ensure that findings and recommendations of auditors are followed up ;
  • Assist Finance Manager in initiating correspondence to verify data, answer queries and obtain additional information as required ;
  • Assist the Finance Manager to prepare the Country Office fiscal year budget and pipeline analysis ;
  • Process transactive banking payments via ANZ Transactive banking system, communicate and resolve issues with banks ;
  • Prepare Annual Group Tax Returns, Training Levy and submit FAM for review and finalisation ;
  • Attend to Nasfund queries by the fund and employees ;
  • Perform other relevant duties as assigned by Finance Manager and senior management.

REQUIRED EXPERIENCE/SKILLS :

  • Experience in accounting and financial management and ability to manage budgets and administer financial matters ;
  • Ability to understand, interpret, apply and make sound independent judgments within established regulations and procedures ;
  • Proficiency knowledge in local income tax, GST reimbursement from PNG Government.

MINIMUM RECRUITMENT STANDARDS :

  • Bachelor degree in commerce/business accounting ;
  • At least 4 years of experience in financial management ;
  • Current Membership with CPA PNG ;
  • Experience with USAID budgets preferred.

LOCATION OF EMPLOYMENT :  The employee will be based in Port Moresby with travel to supported provinces expected up to 15%.
