Position Summary :

The Senior Technical Advisor will report to FHI 360’s Program Lead and will be based in ZHI’s Harare office. This person’s role will be to provide technical assistance (TA), mentoring/coaching, and support to ZHI in the areas of QI and health systems strengthening (HSS). As such, s/he will be responsible for managing and leading the provision of high-level TA and dynamic data use for systems strengthening and adaptive program management. S/he will lead project-wide deployment of FHI 360’s signature adaptive management model, Total Quality Leadership and Accountability (TQLA). S/he will work closely with the Chief of Party (COP), Deputy Chief of Party (DCOP) and other ZHI staff to support Government of Zimbabwe (GoZ) leaders to adopt enhanced data management/data use processes that will lead to a strengthened health system. S/he will provide mentorship to project staff and a team of senior project staff to ensure program quality and strong local capacity development and ownership, thus ensuring more sustainable results.

Duties and Responsibilities :

  • Provide TA to the ACCE project to implement quality assurance and quality improvement (QA/QI) activities across all project sites, including promotion of Continuous Quality Improvement (CQI) initiatives that use the Plan-Do-Study-Act (PDSA) cycle ;
  • Provide direct TA and CD in the design and implementation of QA/QI activities for the project, including those pertaining to TQLA which hinges upon regular analysis of granular data at all levels to enable real-time decision-making and implementation of remedial actions that are tailored to the specific context of each site ;
  • Provide TA to the Project Staff to enhance QA/QI in the various technical areas of ACCE (e.g., HIV Testing Services [HTS], Adherence and Retention support, Viral Load [VL] Testing, pre-exposure prophylaxis [PrEP] and other interventions) ;
  • Lead the collection and analysis of both qualitative and quantitative data for monitoring and evaluation (M&E) of the quality improvement (QI) projects in supported districts.
  • Provide technical leadership and mentorship to project team members and facilitate technical capacity assessments in efficacious, evidence-based HIV prevention, care and treatment ;
  • Provide technical guidance in strategic information (SI) use and mapping to inform program targeting and adaptive program management across different geographic areas in project provinces ;
  • Lead technical support to local implementing partners (LIPs) to identify capacity gaps in line with project deliverables and design capacity building of service providers and managers through trainings, orientation, mentorship, supportive supervision and other innovative approaches for quality service delivery ;
  • Provide TA to the project in planning and implementation of integrated services, efficient expansion of project reach and strategic resource mobilization for achievement of project results ;
  • Provide technical guidance to the various government stakeholders to strengthen capacity of local health systems, partners and communities to deliver quality health services ;
  • Provide technical guidance/assistance in Improvement Science ;
  • Provide technical guidance/assistance in management of human resources for health (HRH) at all levels.

Minimum Qualifications :

  • A degree in Medicine, Master’s degree in Epidemiology, Public Health, or a related discipline ;
  • At least 12 years of experience designing and implementing public health programs in Zimbabwe with practical experience in HIV/AIDS programs ;
  • At least 7 years management and/or strategic leadership experience ;
  • First hand knowledge of the Zimbabwe health system, stakeholders and actors ;
  • Demonstrated ability to critically appraise situations and design strategic interventions ;
  • Excellent report writing, analytical and communication skills, including oral presentation skills and in-depth knowledge and experience in USG/PEPFAR reporting requirements ;
  • Extensive experience in knowledge management and dissemination of research findings ;
  • Certification in Quality Improvement Science would be an added advantage.
