Title of assignment: AHVP Front Office research, knowledge sharing and data management assistance.

Brief description of the Assignment: The role of the Junior Consultant will be to support the AHVP Front Office Advisor (Partnerships and Advocacy) in the successful delivery and enhancement of the lending and non-lending work of the AHVP.

ESTABLISHMENT OF THE SHORT LIST

Research assistance on Economic and Data Analysis

  1. Introduction

The Bank:

The African Development Bank (the Bank) is a leading development institution on the continent, focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa. The Bank has integrated operations, lending directly to the public and private sectors through a variety of instruments. It also provides advisory services to Regional Member Countries.

The Complex:

The Vice Presidency for “Agriculture, Human and Social Development” is a Sector Complex focusing on the Bank’s TYS High 5s priority of “Feed Africa” and “Improve the Quality of Life for the People of Africa.” The Complex objectives are to (i) to develop policy and strategy; (ii) provide deep sector expertise to the Regions by gathering pools of experienced individuals who can be consulted to provide sector expertise on Complex transactions; (iii) develop new financing instruments; (iv) the Vice President will act as the spokesperson to represent the Bank with external stakeholders on aspects of “Feed Africa” and “Improve he Quality of Life for the People of Africa.”

  1. Objectives of the Assignment

The role of the Junior Consultant will be to support the AHVP Front Office Advisor (Partnerships and Advocacy) in the successful delivery and enhancement of the lending and non-lending work of the AHVP. The incumbent will play a strong role in the management of knowledge and knowledge products emanating from the Complex Departments AHHD, AHWS, AHFR, AHAI, and AHGC, etc.). The incumbent will also support the development and execution of AHVP partnerships and advocacy work. The Junior Consultant will work in close collaboration with the AHVP Vice–President’s Advisor for Partnerships and Advocacy and will provide support to sector operations an ensure all AHVP knowledge and data are aligned to the Bank’s corporate priorities and strategies. The Junior Consultant will report to the AHVP Advisor for Partnerships and Advocacy.

Main activities and deliverables Knowledge Management

  1. Synthesize information and data: verify data and content.
  2. Facilitate and coordinate knowledge sharing activities between the Complex’s Departments and AHVP Front Office.
  3. Ensure that the information meets needs of the organization in a timely, effective and efficient manner.
  4. Check reliability of Data and data sources.
  5. Record, collect and compile knowledge management products with the goal of increasing the Complex’s outreach and educational opportunities.
  6. Ensure consistency in the collection and dissemination of data.
  7. Act as a strategic resource for all Complex teams when it comes to knowledge management.
  8. Serve as liaison with AHVP development partners on issues of data collection and verification.

Partnerships and Advocacy

  1. Work closely with the Advisor of the Vice President (Advocacy and Partnerships Officer) to identify and develop specific advocacy and policy issues of importance to the AHVP Complex.
  2. Support the functions of the Complex advocacy and partnerships, by preparing documentation and ensuring communication on key advocacy activities.
  3. Other Responsibilities as assigned by the Front Office.
  4. Serve as assistant liaison between AHVP and development partners, potential partners, in pursuit of Complex goals.

Additional Assignments

In line with the Bank’s commitment to develop employee core competencies, the incumbent will undertake or carry out any other assignments, as appropriate and needed, by the Advisor to the Vice President (Advocacy and Partnerships Officer).

  1. Administrative and technical reporting

The Junior Consultant will be reporting to AHVP Vice-President’s Advisor for Partnerships and Advocacy.

  1. Duration of the assignment

The assignment will be for six (6) months with possibility of extension, subject to satisfactory performance. For the entire duration of the assignment, the junior consultant shall be physically present at the AHVP offices in Abidjan, Cote d’Ivoire.

  1. Qualifications and Experience Required
  • At least a Master’s or equivalent degree in the Social Sciences (e.g. Communications, Journalism, International Development or a relevant discipline).
  • A national of a Bank Regional Member Country (RMC). 
  • Less than 32 years of age. 
  • A minimum of 2 and maximum of 4 years working experience, preferably with an international organization, NGO, government, reputable private sector organization or organization in the development field. 
  • Strong knowledge of development issues, particularly across the African continent, as well as a good sense of the political landscape of the region. 
  • Fluency in French and English. 
  • International experience in knowledge management, advocacy and communication. 
  • Strong analytical and communication (verbal and written) skills, sense of accuracy and attention to detail. 
  • Good knowledge of the AHVP Complex dynamics. 
  • Ability to deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues. 
  • Ability to work under high pressure and in time sensitive situations. 
  • Competent in the use of standard software applications (MS Word, Power Point, Excel).

7 .   Remuneration

The Consultant will be paid a competitive monthly lump sum for the entire period in accordance with Bank’s remuneration guidelines for Junior Consultants and commensurate with the number of years of relevant experience.
