REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTANCY SERVICES FOR TECHNICAL ASSISTANT – PROCUREMENT SPECIALIST FOR MINISTRY OF PUBLIC WORKS, RECONSTRUCTION AND HOUSING (MPWR&H) SOMALIA

  1. BACKGROUND :

The Federal Government of Somalia has applied for financing from the African Development Bank toward the cost of the Roads Infrastructure Programme (RIP), and intends to apply part of the agreed amount for this grant to payments under the contract for an Individual Consultant/ Technical Assistant – Procurement Specialist for Ministry of Public Works, Reconstruction and Housing (MPWR&H) under the Project.

The Ministry of Public Works, Reconstruction and Housing is therefore looking for a dynamic, motivated, creative and an open-minded individual for the post of Technical Assistant/ Procurement Specialist. The Ministry of Public Works, Reconstruction and Housing now invites eligible individual consultants to indicate their interest in providing the services.

  1. DUTIES AND RESPONSIBILITIES :

Technical Assistant – Procurement Specialist will be responsible for planning, co-ordination and control of the project procurement activities in accordance with the procurement plan, financing agreement and project documents. The Procurement Specialist will guarantee timely acquisition of goods, works and services to the required specifications and consistent with the overall project budgets and objectives, support the MPWR&H and the Federal Member States (FMS) Ministry of Works in the procurement of goods, services and works. He or She will ensure timely delivery of the activities set out in the Terms of Reference. The Procurement Specialist will be required to prepare monthly and quarterly progress reports and any other reports as may be instructed by the Client. He or She will report to the Programme/ Project Coordinator.

  1. REQUIRED QUALIFICATIONS AND EXPERIENCE :

A University Bachelor’s Degree in Engineering, Purchasing, Law, Business Administration, Development/Social Study, or a related discipline from a recognised university and at least 12 years work experience in procurement; OR, Masters’ degree in Engineering, Law, Business Administration, Procurement, Purchasing and Logistics, Project Planning and Management,

from a reputable university and at least 10 years’ experience in procurement, OR a University Bachelor’s Degree in Engineering, Law, Business Administration, Development/Social Study, or a related discipline from a recognised university together with a professional procurement qualification related to procurement and have at least 8 years’ experience in procurement.

At least five (5) years working on large value civil works and consultancy services procurements using Development Partners’ procurement guidelines and documents. She or He must be fluent in English language and must be competent in computer application programmes such as MS Word, MS Excel MS Project etc.

  1. DURATION AND LOCATION OF THE ASSIGNMENT :

The input of the Procurement Specialist will be 24 person-months. An initial Contract will be issued for a period of one (1) year, with a probation period of six (6) months and may be extended for a period of one (1) and renewable annually subject to satisfactory performance, budget availability and operational needs. The Procurement Specialist will be based in the MPWR&H, Mogadishu, Somalia and will be expected to travel on missions within Somalia as may be required.

  1. SELECTION METHOD AND MODE OF APPLICATION :

Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, academic and professional certificates, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015 which is available on the Bank’s website at http://www.afdb.org. The MPWR&H is under no obligation to shortlist any consultant who expresses interest.
