Organised Crime: West African Response to Money Laundering and the Financing of Terrorism (OCWAR-M)

The Organised Crime: West African Response to Money laundering and the financing of terrorism (OCWAR-M) project, financed under the 11th European Development Fund, will aim to the reduction of money laundering and the financing of terrorism in the Economic Community of West African States (ECOWAS).

Its specific objective is the Inter-Governmental Action Group against Money Laundering in West Africa (GIABA) and ECOWAS member states to adopt and effectively implement international standards against money laundering and terrorist financing in order to improve the regional operational capacity.

Thus, this project is meant to strengthen the capacity of GIABA and its member states in the coordination of actions against money laundering and terrorist financing through :

  • The provision of technical assistance for the conduct of national assessments of risks of money laundering and terrorist financing ;
  • Mutual evaluations of member States to ascertain their technical compliance with international standards and the effectiveness of their AML/CFT systems and ;
  • The strengthening of cooperation, coordination and capacity building of national stakeholders involved in the fight against money laundering and terrorist financing.

Activities will be declined under 4 components/key results to be achieved :

  • Result 1: ML/TF risks well understood by MS and actions better coordinated domestically to combat money laundering, terrorist financing and proliferation ;
  • Result 2: ECOWAS MS are able to achieve high level of compliance and are implementing effective and robust AML/CFT regimes in line with international standards ;
  • Result 3: Domestic and international cooperation facilitating information sharing and the delivery of quality financial intelligence are improved as well as the capacity of competent authorities that pursue actions against criminals and their assets ;
  • Result 4: GIABA’s own operational capacity is better understood and managed by its officers and accepted by ECOWAS Member States.

Under the supervision and guidance of Expertise France and the Project Coordinator, the Financial Intelligence expert will be responsible for the identification of needs and opportunities related to the objective and expected results of this project. S/he will have responsibility for the overall steering of the work and activities designed during the inception phase in her/his field and she/he will maintain a close working relationship with local authorities.

Notably, she/he will :

  • Participate in the inception phase of the project and in the formulation of the work plan ;
  • Design, develop, steer and adjust, when necessary, activities related to her/his field ;
  • Provide technical assistance, training and capacity building activity in her/his field ;
  • Ensure quality control and appropriate implementation of the activities under her/his responsibility ;
  • Draft ToRs and involve short-term experts where appropriate and in coordination with Expertise France ;
  • Network with relevant stakeholders in partner countries and maintain a closed working relationship with local administrations, and relevant regional and international organisations ;
  • Ensure regular high-quality reporting on project activities ;
  • Draft, in collaboration with other experts mission reports, the annual progress report and the final report ;
  • Perform any other task requested by Expertise France ;

 

Inception phase :

To contribute to the inception report notably in relation to :

  • Mapping of existing initiatives and stakeholders in the region in relation to AML/CFT ;
  • Needs assessment at GIABA and Member States level in relation to AML/CFT ;
  • Analysis of the working relationship between GIABA and Member States ;
  • Work plan, including strategy and methodology to adopt and the list of activities to be implemented.

Implementation phase :

  • Periodic reports as per the methodology developed during the inception phase ;
  • Missions reports as per the methodology developed during the inception phase ;
  • Final report as per the methodology developed during the inception phase ;
  • Any additional deliverables determined during the inception phase requested by Expertise France in relation to this project.

Expériences / Formation du candidat :

  • University degree (BA or MA or equivalent) in economics, finance, business administration, law, public policy or any other relevant discipline ;
  • At least 8 years of working experience in the field of AML/CFT Anti money laundering / counter financing of terrorism ;
  • At least 5 years of specific experience related to developing policies and programmes for combating money laundering and terrorist financing acquired in governments, consultancies and/or international organisations ;
  • A minimum of 3 years of professional experience working in close relationship with an FIU and/or collaboration with Ministries of Justice and Ministries of Finance ;
  • Experience in advising or supporting administrations and providing technical assistance ;
  • Experience in training, facilitating best practices sharing, establishing cross-sectoral institutional and private stakeholders’ networks (e.g. through workshops, study visits etc.) ;
  • Relevance of experience working in international projects ;
  • 2 years’ experience of working in a multi-cultural environment.

Langues parlées :

  • Fluency in English and French ;
  • Knowledge of Portuguese will be a plus.

Qualité du candidat :

  • Excellent understanding of global standards and framework on Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT) ;
  • Excellent knowledge of the roles and operations of a Financial Intelligence Unit (FIU) ;
  • Good knowledge of FATF recommendations and methodology ;
  • Capacity to develop long term strategic objectives and distinct steps to meet those objectives ;
  • Demonstrated ability to exchange with all institutional levels/ high-ranking dialogue partners ;
  • Ability to communicate effectively and to moderate seminars, lead trainings and share best practices ;
  • Excellent reporting and writing skills ;
  • Ability to work in a team ;
  • Demonstrated negotiating, cultural sensitivity and diplomatic skills.
