The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.

How can you make a difference?

A challenging and exciting opportunity has arisen within UNICEF Mozambique for a passionate and committed Programme Specialist (PSEA), P-4 level position (Open to non-Mozambican nationals only).

Reporting to the Representative, the Programme Specialist (PSEA), P4 will be based in Maputo, with frequent travels to Cabo Delgado and provinces where UNICEF programmes are being implemented.

Within the context of the emergency response and the National PSEA Committee framework, the Programme Specialist (PSEA) will implement UNICEF Mozambique’s PSEA Action Plan, which focuses on scaling up and taking forward UNICEF’s prevention and response efforts to sexual exploitation and abuse. This will include conceptualizing and implementing PSEA prevention activities, responding to any PSEA concerns  that are reported and implicate UNICEF personnel or partners (including strengthening complaint mechanisms at the community level, reporting, and ensuring appropriate survivor support), liaising with the PSEA Network(s) and other inter-agency bodies addressing PSEA and making contributions to inter-agency PSEA response and monitoring, liaising with UNICEF senior management at national, regional and international levels. The Programme Specialist (PSEA) will be also responsible for building the capacity of UNICEF staff, consultants, volunteers, and implementing partners and suppliers on PSEA.

 

KEY ACCOUNTABILITIES and DUTIES & TASKS :

  • Internal PSEA capacity building and technical support ;
  • Inter-agency response to SEA and PSEA Network coordination ;
  • Support appropriate reporting and response of SEA allegations ;
  • Collaborate and coordinate the implementation of SEA prevention activities ;
  • Survivor assistance and support to victims of SEA.

To qualify as an advocate for every child you will have…

  • An advanced university degree (masters or higher) in one of the following fields is required : international development, human rights, psychology, sociology, international law, or another relevant social science field. Mental health and/or legal educational background/training will be considered an advantage ;
  • IASC PSEA Training for Coordinators will be considered an advantage ;
  • A minimum of 8 years of professional experience in design, implementation and management of protection or GBV programming,  child safeguarding, preferably with the UN and/or international NGO is required ;
  • PSEA experience (inter-agency and expert roles) will be considered an advantage ;
  • Experience working in humanitarian contexts.  Familiarity with the latest development in PSEA, inter-agency PSEA responses and humanitarian cluster systems ;
  • Proven ability to work independently under difficult conditions ;
  • Excellent facilitation, training, networking and advocacy skills ;
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization ;
  • Excellent communication skills ;
  • Fluency in English and a Latin language is required. Knowledge of Portuguese is considered a strong asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
