REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR HEALTH, SAFETY, SOCIAL, AND ENVIRONMENTAL OFFICER – 01

(INDIVIDUAL CONSULTANT)

INTEGRATED SMALL TOWNS WATER SUPPLY AND SANITATION PROGRAM

 

Introduction :

The Government the Republic of Zambia (GRZ) has applied for financing from the African Development Bank Group (AfDB) and to finance the Integrated Small Towns Water Supply and Sanitation Program (ISTWSSP) and part of the proceeds of this financing will be applied to eligible payments under the contract for services of Individual Consultants – Health, Safety, Social and Environmental (HSSE) Officers

The Services Required :

The Health, Safety, Health, Social and Environmental Officer will be stationed in the Sub-Programme Implementation Teams (PITs) under the Commercial Utilities in Kasama and will be reporting to the Managing Director of the Utility on issues regarding the project. The HSSE Officers shall be responsible for the provision of technical assistance to the PIT and Implementing Partners (IPs) in ensuring the implementation of environmental and social safeguards in compliance with the national policies and laws and AfDB’s Integrated Safeguards System. The HSSE Officers shall provide overall management, oversight and monitoring of implementation of all environmental measures as described in the project’s various safeguards documents and ensure timely delivery of E&S expected outcomes in all project operations. The tasks will include but not limited to :

  1. Provide conceptual and operational technical guidance to PIU on the required Environmental and Social safeguards for the Project ;
  2. Lead in the development, review and implementation of E&S instruments, checklists and guidelines relevant for the implementation of E&S safeguards in the Project ;
  3. Take responsibility in the planning, coordination and implementation of all environmental and social safeguards activities under the project.

This is a full-time position for a 12-month duration, subject to satisfactory yearly performance. The HSSE Officer will be a full-time member of the PIT.

Implementation arrangements :

The Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP) through the Department of Water Supply and Sanitation (DWSS) will have the overall responsibility of overseeing the coordination and overall implementation of the program activities and meeting the program objectives and will constitute the PIT which will assist with program implementation. The three utilities, namely: Chambeshi Water and Sewerage Company (ChWSSC), Luapula Water and Sewerage Company (LpWSC) and Western Water and Sewerage Company (WWSC) will be implementing agencies of program activities in their respective areas of jurisdictions.

The main PIT to be in charge of overall coordination will be based in Northern Province (Kasama) and cover overall program activities, while there will be sub-PITs in Chambeshi, Luapula and Western Province (Mongu). The PIT consists of a Program Coordinator and includes Project Engineer, Procurement Specialist, Safeguard Specialist, Monitoring & Evaluation Specialist and Financial Management Specialist. There is sub-PITs in the three utilities –Chambeshi, Western and Chambeshi Water and Sewerage Companies comprising a Water and Sanitation engineer and Accountant. SHE officers will also be part of the team to monitor activities in each of the three utilities.

Qualifications :

  1. Diploma or bachelor’s degree or its university equivalent in Safety Management or Environmental Management/ Health or Engineering, or in equivalent environment-related discipline ;
  2. A minimum of three years’ work experience in Mechanical/ Electrical/ Civil engineering & plant equipment ;
  3. Minimun of three (3) years of relevant professional experience in environmental and social safeguards, natural resource management, environmental assessment, environmental monitoring and environmental compliance; occupational health and Safety ;
  4. Knowledge and experience in the preparation of Environmental and Social Impact Assessments (ESIAs) and Environmental and Social Management Plans (ESMPs), and Environmental and Social Management Systems (ESMSs) including social aspects of development projects (e.g. Health and Safety Plans, Resettlement Action Plans, Livelihood Restoration Plans, Stakeholder Engagement Plans, Grievance Redress Mechanisms , and gender components), operations monitoring and evaluation in respect of compliance assessment ;
  5. Well-rounded understanding of critical issues in sustainable development, international environment and development policy, climate change, gender, social enhancement measures, labor health and safety, youth employment, etc. ;
  6. Knowledge and experience in multi-criteria assessment, stakeholder engagement and consultation, community participation, with analytical skills in assessing institutional capacities and designing/reviewing practical implementation arrangements for complex projects, especially in Africa ;
  7. Some knowledge of the operational policies, procedures and practices of major bilateral and multilateral partner development agencies in regional member countries, particularly with respect to infrastructure projects ;
  8. Knowledge of national’s legal, policy and institutional framework related to environmental and social safeguards. and some knowledge and understanding ISO 14001 and ISO 9001 ;
  9. Excellent computer skills for Microsoft Office tools (Projects, Word, Excel, and PowerPoint) and Internet use ;
  10. Excellent writing, presentation and interpersonal skills; and g. excellent analytical skills and ability to effectively communicate with procurement stakeholders ;
  11. Working experience with Government line ministries will be added advantage.

Eligibility criteria, establishment of the short-list and selection procedure shall be Individual Consultant Selection (ICS) in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations dated October 2015” which is available on the Bank’s website at http://www.afdb.org The selection of the Individual Consultant shall be based on (i) Consultant’s experience relevant to the Assignment (ii) Competency/Qualifications of the Consultant.
