Descriptif du poste :

The IRC began working in Somalia in the early 1980s; initially to assist people seeking refuge in the aftermath of the Somalia-Ethiopian conflict. The focus of IRC Somalia programming is on Economic Recovery and Development (ERD), Health and Nutrition, WASH, Governance and Women’s Protection and Empowerment (WPE) interventions to crisis affected communities in most of the targeted locations. With headquarters in Mogadishu, the IRC oversees field offices in Garowe, Gaalkayo, Dhusamareb and Baidoa in Puntland, Galmudug, Southwest and Benadir Region. IRC programming in Somalia adopts an integrated and holistic approach, in which each sector provides mutually reinforcing services to at-risk populations.

Job and project overview :

The IRC Somalia is seeking experienced and professional Environmental and Social Safeguards Officer for an upcoming opportunity entitled ‘Build Resilience for Food & Nutrition Security (BREFONS) which is funded by the African Development Bank (AfDB) through the Ministry of Livestock, Forestry, and Range (MoLFR) of the Federal Republic of Somalia (being the Executing Agency). BREFONS will be implemented in selected areas in Somaliland, Puntland, Galmudug, Hirshabelle, Southwest, and Jubbaland.

The ambitious BREFONS project is expected to improve living conditions of rural communities in the above-mentioned project target areas by improving their access to water, pasture, and infrastructure for livestock health and markets.

The main components of the project include :  

  1. Strengthening the resilience of Pastoral and Agropastoral Production systems ;
  2. Supporting Agribusiness Development in Pastoral Communities ;
  3. Strengthening the Adaptive Capacity to Climate Change; and
  4. Project management and coordination. Gender, climate change, fragility and environmental requirements will be mainstreamed and integrated across all components.

Under the main components mentioned above, the project will support the development of Climate Resilient Infrastructures for Agropastoral Production Systems, sustainable Management of Agropastoral lands, Climate Smart Technologies and Innovations, facilitation of Access to Market and Digital Advisory Services, as well as to support with Livelihood Diversification, the development and improvement of weather and climate services, the mainstreaming of Climate Risk Finance and Insurance; operational and institution capacity for climate resilience and adaptation and Project management and coordination at national and regional state levels.

Scope of work :

Under the supervision of the Team Leader/Project coordinator, the Environmental and Social Safeguards Specialist will provide strategic direction and technical support on the Environmental and Social Safeguards for soft activities and infrastructure works implemented under the BREFONS project.  The incumbent shall ensure that Environmental and Social Safeguards standards are met as AfDB and IRC requirements. The Environmental and Social Safeguards Specialist will be based in Mogadishu, with frequent travel to project sites in Somaliland, Puntland, Galmudug, Hirshabelle, Southwest and Jubbaland. S/he will be reporting to Team leader/Project Coordinator.

Key responsibilities :

  • Monitor relevant project activities placing special emphasis on the identified environmental and social risks and take immediate remedial measures to ensure compliance ;
  • Ensure the quality of safeguard documents, such as Strategic Environmental and Social Assessments, lead and facilitate project feasibility assessments including Environmental and Social Impact Assessments, Environmental and Social Management Plans and Resettlement Action Plans ;
  • Prepare, where applicable, action plans to bring projects and programs to compliance with the project’s environmental and social requirements such as Resettlement Action Plans ;
  • Ensure inclusion of any specific design requirements for safeguards that have been identified during screening process for river embankment, barrages, irrigation/drainage rehabilitation and other infrastructural aspects under the project ;
  • Train MoLFR safeguards officers at MoLFR and Federal member states to ensure safeguarding assessment, design recommendations, implementation of any action plan and compliance of contractors to safeguards standards at irrigation and flood infrastructure sites ;
  • Review Environmental and Social Monitoring Framework (ESMF) for activities under the BREFONS projects and prepare action plan for implementation ;
  • Develop Environmental and Health safeguards procedures for construction and rehabilitation of small-scale rural water supply structures including micro irrigation activities ;
  • Participate in site assessments and screening and ensure safeguards criteria are applied ;
  • Prepare and apply all necessary Environmental and social safeguards instruments for the respective works ;
  • Oversee compliance with all environmental and social safeguards requirements by Contractors and their sub-contractors ;
  • Conduct safeguards screening with design recommendations ;
  • Identify key environmentally sensitive areas to be mapped as protected areas for future desert locust operations ;
  • Facilitate external audits with development partners and service providers ;
  • Conduct Environmental and Safeguarding training to Government officers involved in the BREFONS project ;
  • Monitor safeguard compliance by Contractors’ workers ;
  • Ensure standardization of all environmental and social safeguards reporting from implementation partners ;
  • Prepare donor reports on safeguards in timely manner ;
  • Review implementing partner environmental and social safeguards records to ensure quality and conformity to set environment and social safeguards and recommend any required remedial methods ;
  • Travel to project sites to monitor and supervise safeguard compliance works ;
  • Any other duties assigned to you by the team leader.

Required qualifications & competencies :

  • Advance university degree (MSc. or equivalent) in Environmental Science or related fields ;
  • Minimum of 5 years of working experience in environmental & social safeguards, natural resources & environmental management, and environmental policy development and implementation ;
  • Previous experience in working with national or regional government on issues contributing towards Environmental assessments and Environmental management
  • Knowledge and experience in operationalizing and coordinating the implementation of environmental and social policies through the review and supervision of Environmental and Social Impact Assessments ;
  • Extensive experience conducting environmental assessments and development of effective tools; ability to coach others in the application of the tools ;
  • Experience in conducting environmental assessments in Somalia ;
  • Experience working with AfDB, or similar bilateral donors, on commercial procurement contract management ;
  • Proven and significant experience in Procurement and contract management, including an ability to review Procurement demands and trends, and to develop Procurement strategies ;
  • A thorough understanding of the institutional and political context in Somalia and power dynamics ;
  • Willingness to undertake field travel as required and work in difficult environments according to travel environments ;
  • Demonstrated ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic priorities into operational strategies ;
  • Ability to oversee the measurement and communication of robust results and impact and hold their team and implementing partners accountable for good and timely performance ;
  • Strong understanding of operational management, fiduciary risk, attention to Value for Money and the importance of learning and continual improvement ;
  • Fluency in English and Somali (spoken and written) ;
  • Excellent IT skills (Word, Outlook, Excel, PowerPoint) ;
  • Ability to manage a large and varied workload, work under pressure and meet deadlines ;
