Reports to : Programme Quality Coordinator

Liaises with : Under the leadership of the Program Quality Coordinator, he/she will work closely with programme partner organisations, Area Coordinators, Programme Managers, Programme Quality Team, Programme Director and Country Management Team (CMT).

Job location :  Juba, South Sudan (30% travel to remote field locations)

Pay Band : 3 (€39,911 – €44,346)

Contract : 12 months unaccompanied contract

Start date : Preferably September 2022

 

Job Summary :

Concern Worldwide is a non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in South Sudan since its independence in 2011. Part of our engagement in emergency and long-term development work involves working with local partner organisations in the implementation of our projects. The current Country Strategic Plan (2022-2024) places emphasis on increasing the number of local partners with the objective to improve the thematic coverage of our programs, leverage from the expertise of local partners and promote the localisation agenda.

The Partnership Manager will work with Concern South Sudan partners and the wider Concern South Sudan team to support the engagement with future partners, routine monitoring/support to partners and ensuring effective capacity development towards long-term organisational development objectives. He/She will also be responsible for the development and implementation of Concerns partnership strategy and where applicable working hand in hand with advocacy team.

Concern is a humanitarian organisation committed to the reduction of suffering and elimination of poverty.  He/she is expected to be committed to the humanitarian goals and identity of the organisation and will be required to contribute to humanitarian response activities in the event of an emergency.

Responsibilities and Tasks :

Partnership Strategy :

  • Lead the development of an in-county partnership strategy in-line with Concern’s global partnership strategy ;
  • Monitor the implementation of the partnership strategy in collaboration with relevant departments including programme, finance and systems ;
  • Report and provide regular of progress updates on the implementation of the partnership strategy ;
  • Partner Engagement ;
  • Support partnership arrangements and management, including contracting, identification of issues and bottlenecks, and facilitating reporting and processing of payments ;
  • Document learning from our engagement and collaboration with partners and share within Concern where appropriate ;
  • Support on continuous projects and new proposals that involve local partners ;
  • Design and coordinate partnership platform meetings if and when appropriate, where Concern invites partners to come together to review/learn from each other.

Partner Selection and Assessment :

  • Support on due diligence and safeguarding assessments of existing and potential new programme partners ;
  • Undertake the initial risk and capacity assessment of the partners ;
  • Carry out mapping and selection of partners as per the program requirements ;
  • Carry out partner assessment using the CILPAT tool ;
  • Support to map and gather information on local partners for future proposals and programmes.

Partnership Management and Capacity Building :

  • Lead on the organisational capacity development assessments, planning and processes for each of Concern’s partner organisations ;
  • Work on training materials, template and guidelines for partners ;
  • Coordinate and deliver training and other capacity development activities for local partners and deliver these in collaboration with relevant technical staff and consultants as appropriate ;
  • Monitor progress and performance of partners following capacity development support ;
  • Work across all sectors including programme support and finance to identify and address partnership-related action points, and to introduce new ways of working to make partnerships more effective ;
  • Support partners in their compliance with donor requirements, the requirements of Concern’s Code of Conduct and associated policies and in strengthening their accountability to programme participants and other stakeholders ;
  • Ensure that the sub-grant agreements, and terms of Partnerships, as well as institutional policies and procedures are complied with by the partner organisations, including policies on child safeguarding, P4 and the PSEA ;
  • Establish and maintain relationships with partnership/capacity building staff in other NGOs, institutions and with professional groups to remain abreast of current thinking and good practice around localisation, partnership and organisational capacity building ;
  • Convene grant opening meetings with partners when new grants are awarded, involving Concern relevant program and support staff.

Wider Organisational Learning :

  • Support Concern work to deliver on the country strategic plan, particularly in the objectives that could require closer cooperation with local NGO and civil society actors (i.e. gender equity programming or advocacy for best practices on a local, district and national level).Monitoring, Evaluation, Accountability and Learning ;
  • Coordinate with the PQU team to ensure the development and implementation of appropriate M&E and program management tools and systems for use by partners, and that appropriate training and ongoing support is provided to partners on use of the same ;
  • Develop a system for accountability towards partners where Concern regularly seeks feedback from partners on its strategies and plans ;
  • Secure mutual learning with partners in terms of program delivery and partnership building ;
  • Analyse results of on-going partnerships, remote management and results on the ground to produce lessons learnt and inform strategic decision-making ;
  • Conduct monitoring and support visits to Concern staff and partners.

 

Accountability  :

In line with Concern’s commitments under the Core Humanitarian Standard (CHS) : 

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E) ;
  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed ;
  • work with relevant colleagues  to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
  • Adhere to the standards of conduct outlined in the Concern Code of Conduct and Programme Participant Protection Policy (P4).  As part of the Concern P4 responsibility the position holder will ;
  • Support and promote the standards outlined in the P4 and the Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment ;
  •  Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme.

 

Qualifications :

Education/Training :

Required : A degree in any field relevant to Project/Program Management, Public Administration, and International Development, Humanitarian Action or relevant discipline. .

Desired : Evidence of continual learning on Organisational Development or Learning and Development (e.g. short residential or online courses, leading on special projects in a previous role, additional degree or course etc.).

Experience :

Required :

  • A minimum of 3 years of relevant experience with International NGOs including minimum of 2 years’ experience of local partnership management ;
  • Experience working in an international NGO. Experience in more than one of the areas of Program Management, Administration and Finance.

Desired : Experience in working with, monitoring or managing local organisations with a demonstrated ability to build capacity and provide support.

 

Technical Skills :

Required :

  • Ability to conduct organizational programmatic and operational assessment to identify capacity gaps (Both institutional and human resource), level of risks, mitigations measures and capacity building needs of local NGOs ;
  • Ability to build strong relationships within the Concern team as well as with staff members of partner organisations, recognising power imbalances in relationships and how to offset them ;
  • Advanced skills in capacity development and delivery of trainings ;
  • Ability to communicate complex information in an accessible format ;
  • Strong capability to organise and prioritise your own work and set strategic goals and targets independently with little supervision, while asking for support when appropriate ;
  • Experience and skills in the design and delivery of trainings and workshops ;
  • Facilitation skills, including ability to facilitate difficult conversations ;
  • Demonstrated mind-set of and passion for continuous learning and process improvement ;
  • Empathy with Concern’s vision, mission and values ;
  • Excellent English language skills, both written and spoken Desired ;
  • Specific experience in partnership approach and of capacity development of both internal and external partner staff ;
  • An understanding of the organisational structure and dynamics of Concern or equivalent experience of working in an international organisation ;
  • Experience of working in South Sudan or in a volatile or insecure context.
