Context :

FHI 360 staff working in the United States are required to be fully vaccinated for COVID-19, regardless of the type of project or client they serve, or of their employment status (full/part-time, remote, telework, or in-office), unless an accommodation applies.  FHI 360 complies with federal, state, and local laws with regard to accommodations related to this policy. Full vaccination is currently defined as two weeks after the second dose in a two-dose series, such as the Pfizer-BioNTech or Moderna vaccine, or two weeks after a single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine. Booster doses are not required at this time.

 

Job Summary :

The Global Health, Population, and Nutrition (GHPN) Business Unit (BU) generates knowledge and new tools through research, disseminates findings, and supports the generation and use of data for evidence-based programs to address pressing global health challenges. The Director of Data and Analytics will lead a newly created department within GHPN. GHPN is FHI 360’s largest business unit contributing to more than 50% of the projected total revenue for the organization this fiscal year. GHPN leads implementation across multiple health domains: existing and emerging infectious diseases, including HIV, tuberculosis, neglected tropical diseases and COVID-19; reproductive, maternal, newborn and child health, including family planning; water and sanitation; and global health security.  GHPN also advances social and behavior change, improved health systems and robust monitoring and evaluation.  Research expertise spans clinical, behavioral and social, economic, mixed methods, among others – as well as facilitating global research networks and providing essential biostatistics and data management services.

The newly created Data and Analytics Department will bring together a multi-disciplinary team of two dozen staff with experience in monitoring and evaluation, geospatial methods, biostatistics, advanced data analytics, data management, surveillance, and the use of evidence for decision making. The Data and Analytics director will provide leadership and strategic direction to ensure rigorous adherence to technical and ethical standards for data collection, management, analysis, presentation, and use to improve health and development outcomes across the portfolio of FHI 360 projects. The director will also oversee the development of improved systems for design, management and analysis of relevant data and build capacity in related data and data analysis/synthesis.  The director will lead and grow a team of biostatisticians, data managers, technical advisors, M&E specialists, and geospatial experts working on a wide range of program and research projects including regulatory compliant clinical trials.

 

Accountabilities :

  • Provides visionary leadership for the newly established department, aligning activities and resources to fulfill the mission ;
  • Defines strategic direction to support development/refinement of frameworks, approaches, tools, specialized partnerships, and others, as necessary ;
  • Develops, implements and monitors work plans and budgets to achieve strategic goals and objectives of the department ;
  • Coordinates data quality assurance efforts across the health and population portfolios, based on articulated technical standards ;
  • Actively engages leadership across the organization to advance the compliance with relevant policies and procedures associated with the Department’s core functions ;
  • Engages with scientific and technical leaders across the organization to champion relevant Data and Analytics expertise as a foundational element to program and research design and implementation through matrix management ;
  • Fosters innovation and drives adoption of evolving and cutting practices, e.g., machine learning, artificial intelligence, geospatial methods ;
  • Conducts routine reviews of approved and funded projects to ensure compliance with internal policies and procedures, donor requirements and relevant rules and regulations ;
  • Identifies risks and issues and proposes mitigation strategies ;
  • Seeks and aligns business development opportunities with the strategic plan, including serving as proposal design lead, technical writer and/or review, as necessary ;
  • May serve as a principal investigator or lead specific projects ;
  • Manages and coordinates staff to lead or support relevant business development opportunities ;
  • Supports knowledge management within the department, including the capture and articulation of success stories, best practice and lessons learned ;
  • Leads performance management and professional development for departmental staff, including goal setting, ongoing feedback, coaching and career support ;
  • Oversees training and capacity development efforts related to the core functions of the staff in the department ;
  • Engages in thought leadership and represents the department in relevant meetings and venues and on working groups or committees ;
  • Directs and guides managers and staff with training and developing process improvement initiatives to ensure compliance with company and relevant standards ;
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching and career ;
  • Performs other duties as.

 

Applied Knowledge & Skills :

  • Comprehensive knowledge of concepts, practices, and procedures related to data sciences and management related to program and research projects including regulatory compliant clinical trials ;

Profil :

Education : **

  • Master’s Degree or its International Equivalent in Data Sciences, Biostatistics, Analytics, Public Health, or a Related Field. PhD preferred ;
  • Project Management (PM) Certification

Experience : **

  • Typically requires a minimum of 10+ years of relevant technical/ management experience (including 8+ years of leadership, strong business acumen and/or line management experience) ;
  • Prior work experience in an international non-governmental organization (INGO) is ;
  • Experience with data management and analytics principles.
