About the role :

This is a new 12 month (renewable) role, with unaccompanied terms based in Juba, South Sudan, with frequent travel to all programme fields, with a salary of Grade 4 or €44,133 to €49,038.

You will report to the Programme Director and work closely with the Roving Area Coordinator, Area Coordinators, Health Technical Coordinator, Nutrition Technical Coordinator, Programme Quality Coordinator, Systems Director (SD), Country Financial Controller (CFC), Logistics Coordinator and Programme Managers (PM).

 

Purpose :

The WASH Technical Coordinator will be responsible for providing strategic direction and support to the implementation of Concern’s WASH programming and intervention strategy in South Sudan. S/he will oversee the integration of WASH programme  in collaboration with other technical coordinators at country and HQ level, and will be the technical lead during proposal development, coordinating with key actors in country, including leadership in focused working groups when relevant.

S/he will ensure quality of WASH programming in South Sudan and will lead the development and contextualisation of programme design, models of action and conceptual frameworks. S/he will ensure programme quality through capacity building and monitoring and learning. Additionally, s/he will oversee the production of tools, policy documents, research, needs assessments, communications material and other key documents for the country programme.

 

Main responsibilities :

WASH Programme Quality Management :

  • Review the designs and plans of the assigned WASH activities to ensure they follow international and humanitarian best practice and in line with Concern, donor and local authority policies and guidelines ;
  • Commission, review and approve technical documents such as tenders, BOQs, procurement and oversee material and equipment purchases and delivery as necessary ensuring that Concerns’ and donors’ policies and procedures are applied and followed ;
  • Working with the WASH team, ensure strong supervision of all selected contractors ensuring implementation of projects is to the highest quality and are in accordance to agreed designs, policies and procedures and timelines ;
  • Ensure the preparation of detailed implementation work plans and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities ;
  • Conduct at least 30% of time on regular field visits, to inspect works and organize regular project reviews with field WASH technical teams ;
  • Explore and promote innovative approaches to help ensure the provision of sustainable WASH services, to include at a minimum supply chain issues for spare parts, the funding of life cycle costs as well as operational management models ;
  • Support the development, dissemination and updating of Concern’s construction contracts, standardised technical specifications, standardised designs and the WASH Engineering Minimum Standards ;
  • Review sessions through participatory methodologies involving beneficiaries and other stakeholders in the areas of intervention, with the aim of establishing and/or verifying emerging needs, gaps and priorities, and communicate these to the Programmes Director as part of a continuous programme review and improvement process ;
  • Support the MEAL team to implement a M&E system to monitor progress and capture impact of projects and to make necessary adjustments to work plans if necessary in a timely manner ;
  • Oversee the preparation of high-quality donor narrative reports on WASH activities in a timely fashion ;
  • Train Concern and key partner staff in donor requirements and compliance rules under specific contracts, in collaboration with Concern Finance and Systems staff ;
  • Provide technical support and on-going on-the-job training and coaching to staff ;
  • Ensure efficient team deployment through a system of up-to-date job descriptions developed in line with Concern organizational structure. Regularly review and recommend staffing structure reviews to the Programmes Director ;
  • Establish accountability mechanisms in areas where Concern implements WASH interventions ensuring that feedback is incorporated into programme design and learning.

WASH Programme Development :

  • Lead WASH multi-sectorial technical assessments in coordination with other Concern thematic areas, as well as other external agencies ;
  • Lead the development of WASH sector response plans and master budgets and contribute to Concern’s overall response strategy ;
  • Develop, in coordination with HQ Technical Advisors where necessary, technical standards for all WASH construction and hygiene promotion programming within emergency, early recovery and development contexts adhering to humanitarian standards ;
  • Provide systematic technical oversight of WASH engineering designs and hygiene promotion programmes as well as proactively promoting high quality WASH technical approaches within the country programmes ;
  • Lead fundraising efforts for the WASH sector through the production of high quality concept notes, proposals and donors’ reports ;
  • Identify WASH programme supply needs and support PMs and the logistics team to put in place a sensible phased procurement plan and budget ;
  • Contribute to the development of WASH programmes so that they are in line with Concern’s WASH Strategy and Concern’s organisational strategy.

Capacity building of staff, partners and stakeholders :

  • Conduct a WASH learning needs assessment and prepare capacity building plans for both Concern and partner’s staff, linking capacity building initiatives to wider opportunities identified via coordination and networks ;
  • Coach and mentor Concern WASH managers, officers as well as technical field level staff ;
  • Oversee the development of technical training materials that to improve the different components of Concern’s WASH portfolio.

Coordination and representation of Concern

  • Help shape broader sector strategies through participation and leadership within inter-agency coordination forums, such as the WASH cluster, ensuring the specific needs of people living in extreme poverty are being addressed ;
  • Document lessons learned, best practices and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning ;
  • Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.

Human resources support :

  • Work closely with the human resources team to identify WASH staffing needs for the emergency programmes, and ensure rapid recruitment, induction and training of new staff ;
  • Participate in Rapid Emergency Response as necessary (including deployment for up to 6 weeks).

Accountability  :

  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS) ;
  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E) ;
  • Work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed ;
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

 

Profile :

Education : BSc in WaSH related field

Essential Experience :

  • BSc in Water Engineering, Civil Engineering, or any related Engineering field ;
  • Minimum 3 years WASH experience including at least 2 years at management level ;
  • Thorough technical knowledge both on WASH hardware and software activities : water supply construction and maintenance, household level sanitation, hygiene promotion, community mobilization, participatory planning and environmental conservation ;
  • At least 3-5 years relevant expatriate international experience with International NGOs or other agencies working on WASH in humanitarian, early recovery and development contexts ;
  • Proven technical knowledge and skills in the WASH sector ;
  • At least 3 years of relevant progressive experience as Programme/Project Manager, Technical Advisor or Coordinator ;
  • Prior experience working in fragile and humanitarian-development transitional contexts ;
  • Previous experience in the Horn of Africa will be an added advantage.

Competencies :

  • Proven capacity in proposal writing and grant management ;
  • Strong written and oral communication skills, effective in representation and liaison with external parties ;
  • Proven ability to work as part of a team ;
  • Demonstrated experience in capacity building and mentoring of national and international staff ;
  • Personal qualities: works well in a team and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well ;
  • Fluency in English required (spoken and written).
