1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Senior System Configuration and Development Consultant ; 

2. The objective of the consultancy is to perform the necessary leadership, providing expertise in the enterprise integration solutions and all related design decisions and artifacts. 

The consultant will have to define the principles to guide solution decisions for the enterprise data and applications integration. He will also design and develop strategies for integration management and governance and create Enterprise Web Services interface definition that can be reused across the enterprise. In addition, he will assess and make recommendation to CHIS Management about the best way to implement a Bank wide Enterprise Service Bus (ESB), this is an essential tool to facilitate and run applications across platforms and systems of records. 

The assignment or mission will require strong and sound expertise in all phases of software development life cycle with extensive knowledge of Enterprise Service Bus, Cloud Integration platforms, data quality and API management. Understand business drivers and business capabilities (future and current state) and determine corresponding enterprise system designs and change requirements to drive the organization’s targeted business outcomes are key success factors.

The mission will involve the following activities :

• Specify and own the integration-specific aspects of enterprise & solution architectures ;
• Govern the integration process across all phases of delivery ;
• Develop a roadmap of the evolution of the enterprise integration application portfolio from current to future state ;
• Oversee technical teams in the design, build, test & operation of integration solutions ;
• Manage third-party relationships involved in end-to-end integration ;
• Work closely with customer units’ functions to analyze their integration landscape and develop modernization strategies ;
• Actively contribute to the wider AfDB Enterprise architecture ;
• Facilitate the evaluation and selection of Integration Application Platform and design the appropriate architectural backend services ;
• Participate in the Master Data Management (MDM) Architecture and related artifacts ;
• Develop the AfDB Integration Standard and lead the adoption of these standards to AfDB developers ;
• Review, perform business and technical requirements gathering, use-case discovery, and platform analysis ;
• Actively contribute to the AfDB Continuous Integration / Continuous Delivery (CI/CD) Standards and facilitate their adoption ;
• Develop the AfDB Database DevOps Standard and the adoption of these standards to AfDB developers ;
• Assist the test of the applications as per Standards and procedures of the Bank for internal quality assurance ;
• Ensure knowledge transfer to AFDB technical team thru adequate documentation and training ;
• Perform any other related task assigned to the consultant.

3. REQUIRED PROFILE :

• At least Master/Engineering degree in computer science, systems analysis or a related study, or equivalent experience ;
• Excellent understanding of integration architecture and patterns ;
• Knowledge and experience of multiple integration and API enablement technologies ;
• Sound understanding of contemporary software engineering practice ;
• A structured approach to architectural design ;
• Strong understanding and opinions on how integration has evolved from an on-premise, centralized function towards being a digital, cloud and API-driven capability ;
• Knowledge and experience of hybrid cloud integration approaches, API-led architectures, and digital-era integration governance methodology ;
• At least 9 years of experience in at least two IT disciplines in a client/server or service-oriented architecture (SOA) environment, MVC (model view and controller), including technical architecture, application development, Mobile development, middleware, database management or operations, backend services, message brokers protocols – MQTT, DevOps and Cloud Knowledge ;
• Exposure to multiple, diverse backend technologies and processing environments ;
• Exceptional interpersonal skills, including teamwork, facilitation and negotiation ;
• Strong leadership skills and the ability to motivate and influence ;
• Strong skills in Integration Platform Platforms (Talend DI, Talend ESB, SAP Data service, SAP PI/PO, MuleSoft, IBM cast Iron, Biztalk, NGINX etc.) ;
• Excellent written and verbal communication skills ;
• Excellent planning and organizational skills ;
• Knowledge of all components of an enterprise technical architecture ;
• Knowledge of business process re-engineering principles and processes ;
• Strong understanding of network architecture and application development methodologies ;
• Strong understanding of SOA, object-oriented analysis and design, and/or client/server systems ;
• Strong understanding of CI/CD and DevOps practices ;
• Ability to understand the long-term (« big picture ») and short-term perspectives of situations ;
• Ability to translate business needs into solution architecture requirements ;
• Ability to quickly comprehend the functions and capabilities of new technologies ;
• to be willing to work often on complex architectures as technical lead is an advantage.

4. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.) ;

5. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;

6. The duration of services is six (06) months renewable subject to satisfactory work, and the estimated starting date is 02 May 2022 ;

9. ESTABLISHMENT OF THE SHORT LIST :

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume :
