FOR THE RECRUITMENT OF INDIVIDUAL CONSULTANT TO DESIGN AND IMPLEMENT A MONITORING AND EVALUATION FRAMEWORK FOR THE PROJECT

 

 

  1. The African Development Bank (AfDB) hereby invites National Individual Consultants to indicate their interest in the following assignment : “Consultancy services to design and implement a monitoring and evaluation framework for the project” ;

For more details, please refer to the Tors in the annex.

  1. The Bank invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The estimated duration of services is 4 months, and the estimated start date is September 1st, 2021 ;
  1. Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: from 08:00 to 17:00 hours, Abidjan local time ;
  1. Expressions of interest must be received by email at the address below by August 13, 2021 latest 1700hr GMT and specifically mention: “Consultancy services to design and implement a monitoring and evaluation framework for the project”.

ESTABLISHMENT OF THE SHORT LIST :

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

ToR for the recruitment of an individual consultant to design and implement a monitoring and evaluation framework for the project

 

BACK GROUND :

The Africa Climate Change Fund (ACCF) hosted within the Climate Change and Green Growth Department (PECG) of the African Development Bank (AfDB), is an enabler fund which builds institutional capacity for regional member countries or institutions to access climate finance. The Africa Nationally Determined Contributions (NDC) Hub whose secretariat is hosted within PECG, is a multi-stakeholder platform, which allows for leveraging of technical and financial capacity of various development institutions to efficiently and effectively address NDC implementation needs.

The Africa NDC Hub with funding from the ACCF is supporting institutional capacity building in Namibia, Uganda, São Tomé and Príncipe and Cameroon through a project entitled, “The Africa NDC Hub: Supporting NDCs Implementation in Africa”, to accelerate access to climate finance and the effective utilization of funds for the implementation of NDCs.

As part of the project activities, it is envisaged to: Develop eight bankable projects and funding proposals; Support national institutional capacity strengthening; Prepare guidelines and tools for climate related assessments and for identification and formulation of proposals for funding; Design and Implement a monitoring and evaluation framework for the project. The African Development Bank (PECG) seeks to hire a M&E specialist to support and strengthen the project monitoring and evaluation system of the project.

GENERAL SCOPE OF THE ASSIGNMENT :

The general scope of the mission is to strengthen the project monitoring and evaluation system and generate evidence-based feedback for future planning and project proposals development. In this regard, the consultant will ensure the establishment of operational Monitoring and Evaluation system for the project, with the purpose to provide the project team with tools to effectively monitor, project progress and achievement, and also to provide evaluations at the end of project with sufficient information to assess the project success.

SPECIFIC TASKS :

  • Study the relevant project documents (including, but not limited to the project document, work plan), review and revise the log frame and result matrix (if necessary) ;
  • Review the M&E needs and plans of the project, and extract relevant indicators (including gender indicators) to monitor the project outcomes and outputs ;
  • Establish an effective data collection system and reporting forms for capturing quantitative and qualitative information ;
  • Establish an operational manual of M&E system that includes the above and guides the project team in processing and evaluating the information ;
  • Implement the established M&E system during the remaining life cycle of the project ;
  • Contribute to the formulation of the M&E framework during the project proposals design in the target countries; this will include identification of gender indicators for assessing the gender responsiveness for all the project proposals ;
  • Assist the Lead climate finance expert on ongoing studies and project proposals design follow up in target countries ;
  • Contribute to the elaboration of end of project report ;
  • Organize field monitoring and evaluation missions in the target countries ;
  • Elaboration of M&E guidelines and tools to be used during identification and formulation of climate change projects.

KEYS DELIVERABLES :

  1. Detailed methodology for the assignment ;
  2. Operational M&E system including M&E and gender indicators ;
  3. M&E framework for the project proposals under development ;
  4. M&E guidelines and tools to be used during identification and formulation of climate change projects ;
  5. End of project evaluation report ;
  6. Final M&E report ;
  7. Final project report.

MINIMUM QUALIFICATION AND REQUIREMENTS :

The required consultant is expected to have the following qualifications and expertise :

  • Minimum a Master’s degree in climate science, environmental studies, economics, development, agro-business, climate finance, environmental governance, or other relevant disciplines with several years of field experience ;
  • Minimum of 8 years of experiences in project management with at least 5 years relevant background and experience in projects monitoring and evaluation in Africa Country ;
  • Have a minimum of 5 years of experience preferably in Africa in a combination of related fields such as national and international climate policies and measures including: climate and green growth; energy and project management; climate finance; multilateral development bank; public or private financial institutions; and development ;
  • Have a multi-disciplinary capacity on monitoring, experience working with UN or other international organizations is beneficial ;
  • Demonstrate experience in designing and implementing M&E systems in multi- disciplinary projects ;
  • Experience of work with participatory approach ;
  • Proof of successful accomplishment of the contract with the similar nature ;
  • Track record and working knowledge in one or more of the target countries ;
  • Knowledge and experience in project management and logical frameworks.
