REQUEST  FOR   EXPRESSION  OF   INTEREST  FOR   INDIVIDUAL   CONSULTANT  TO DEVELOP A LONG-TERM STRATEGY FOR INTEGRATED CLIMATE-HEALTH RISKS INCLUDING AN APPROACH FOR INCORPORATING GENDER-RESPONSIVE COVID-19 RISK, RESPONSE AND RECOVERY INTO RESILIENCE BUILDING ACTIVITIES.

This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared on the African Development Bank’s Internet Website (www.afdb.org) on 4th February 2022.

The Government of the Republic of Zambia has secured funds from the Climate Investment Funds (CIF) to implement the Expanded Response to Climate Resilience in Development (ERCRiD) and intends to apply part of these funds to undertake a consultancy to develop a long-term strategy for integrated climate-health risks and an approach for incorporating gender-responsive covid-19 risk, response and recovery into resilience-building activities.

The main objective of the assignment is to develop a long-term strategy for integrated climate-health risks and develop an approach for incorporating gender-responsive covid-19 risk, response and recovery into resilience-building activities

In undertaking this assignment, the consultant must take into account the specificities and related impacts of the situation given the economic impacts and the adaptive capacities of different stakeholders in the target areas, in particular those of women and other vulnerable groups. Specifically the assignment will include but not be limited to the following:

  1. Undertake a gender sensitive analysis of the short and long term effects of Covid -19 on both the social and economic impacts on the targeted communities ;
  2. Develop a profile of climate-health risks in the targeted area ;
  3. Develop an approach for incorporating gender-responsive covid-19 risk, response and recovery into resilience-building activities ;
  4. Conduct validation workshops for the findings and prepare a consolidated validation report.

The assignment’s targeted areas are Central, Copperbelt and North Western Provinces. The assignment is for a duration of 8 weeks.

The Consultant should possess the following Qualifications/Experience/Skills :

  1. Advanced degree (Master’s or higher) in any of the following areas of expertise: Public Health, Environmental health, Sociology, Development Studies, or any related field ;
  2. Demonstrated field and development planning work experience in climate risk management/disaster risk reduction, Covid-19 response work or similar undertaking, especially in African countries ;
  3. Knowledgeable in remote sensing and Geographic Information System (GIS) ;
  4. Demonstrated experience in undertaking gender-sensitive climate change risk assessment processes ;
  5. At least 10 years working in fields relevant to the assignment of which 5 years should be in project management in a relevant field ;
  6. Evidence of having undertaken or coordinated similar assessments in the last five (5) years ;
  7. Evidence of writing and oral presentation of reports ;
  8. Demonstrated organizational, interpersonal and communications skills needed for effective team management and coordination ;
  9. Demonstrated experience working with international organizations especially multilateral development banks is required ;
  10. Ability to work in culturally diverse environments and frequent travels to the field ;
  11. Working experience in a team leading position in Zambia will be an added advantage.

Eligibility and selection procedure shall be Individual Consultant Selection (ICS) in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations dated, October 2015” which is available on the Bank’s website at http://www.afdb.org. The selection of Individual Consultant shall be based on (i) Consultant’s experience relevant to the Assignment (ii) Competency/Qualification of the Consultant relevant to the Assignment.

The Ministry of Green Economy and Environment now invites eligible individual (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their application letter and detailed CV with information demonstrating that they have the required qualifications and relevant experience to perform the Services.
