COMMUNICATION AND VISIBILITY CONSULTANT

  1. Introduction :

The African Development Bank (the Bank) is a multilateral development finance institution headquartered in Abidjan, Cote d’Ivoire. The Bank is mandated with providing financing to the 55 Regional Member Countries (RMCs) and investing in private companies within the RMCs. The Bank is highly decentralized with five regional hubs and country offices around the continent. The role of the Syndication, Co-financing & Client Solutions department of the Bank is to mobilize and increase resources for the financing of investment projects and programmes in order to contribute to the economic and social development of the RMCs.

The Bank and the European Commission (the EC) enhanced their strategic partnership by signing a Pillar Assessed Grant or Delegated Authority (PAGODA) co-financing framework arrangement in 2017, to support sovereign and non-sovereign operations in Africa. To enhance the implementation of private sector operations within the context of a PAGODA financial instruments arrangement (PAGODA-FI) an addendum was signed to this effect in 2019. The Bank envisages further cooperation under a new partnership arrangement within the context of the EC’s 2021-2027 budgetary cycle. The overarching objective of this partnership is to deliver on the Sustainable Development Goals (SDG’s), Africa’s Agenda 2063, the EU green deal as well as emerging priorities emanating from the COVID-19 pandemic. In line with the requirements of the framework arrangement, the Bank is expected to raise the visibility and improve communication of the results and impact of the partnership.

The Assignment will cover an existing portfolio of projects and transactions exceeding 700 million euros, in addition to future projects. The Consultant will work under the general supervision of the, Syndication and Co-financing Division Manager and under the direct supervision of respective professional level staff within the division as will be designated by management. The task will involve working with other Departments across the Bank, including Regional and Country Offices, Sector Departments, in addition to the Communications and External Relations (PCER) and the Resource Mobilization and Partnerships (FIRM) Departments. The ultimate objective of the assignment is to deliver focused and well-coordinated strategic communication solutions both from corporate level and across Regional Member Countries (RMCs) in Africa, as guided by the Bank’s communication policy and EU communications and visibility manual and strategy.

  1. Scope of Work : 

The scope of work shall include but is not limited to :

  • Developing and implementing an integrated communication plan for EC Co-financing activities in the Bank ;
  • Liaising with EC Brussels and AfDB based communication teams; Communication Consultants in RMCs and EU Delegations in Africa ;
  • Preparation and dissemination of communication material to relevant stakeholders ;
  • Expanding and updating the internal and external Co-financing-related online presence of the Bank, and procure and manage external marketing and communication service providers ;
  • Coordinating public relations and communication events such as business opportunities seminars, grant/loan signing ceremonies, project launches, workshops, etc. ;
  • Writing press releases and liaising with local and international media in coordination with the Bank’s Communications & External Relations Department ;
  • Preparing a communications’ focused activity report on EU financed activities in the Bank as well as any other report that may be requested ;
  • Monitoring and reporting on the performance of Co-financing marketing and communication activities by field-based Consultants ensuring that communication commitments are being complied with at project level ;
  • Leveraging the Bank’s communication tools and resources to reach and positively impact targeted audiences ;
  • Performing other related tasks as required, key among which will be to develop and implement a communication plan for other facilities and/or funds within the Division such as the Fund for African Private Sector Assistance (FAPA). This will entail among others determining and developing communication material and dissemination of such communication materials.
  1. Qualifications and Experience :
  • A Master’s Degree (or equivalent) in Marketing/Communication, Business Administration or related fields ;
  • Seven or more years of relevant and practical experience ;
  • Demonstrated skills and expertise in the field of Communications ;
  • Knowledge of African development issues ;
  • Familiarity with the business processes of the African Development Bank or similar institutions ;
  • Experience with the European Commission communication strategies/tools and other MDBs will be an added advantage ;
  • Competence in relevant Microsoft business applications (Outlook, Word, Excel, PowerPoint, SharePoint, Visio, etc.) ;
  • Be a national of one of the member countries of the African Development Bank.
  1. Duration of Assignment :

The assignment will commence at completion of the selection process and upon signing of a contract. The contract with the selected Consultant will last for a period of six months with the possibility of further renewal, subject to satisfactory performance and relevant rules. The duty station will be the Bank’s Headquarters in Abidjan, Cote d’Ivoire, with required travel outside of Cote d’Ivoire when necessary.1 A detailed work programme will be agreed upon with the Consultant on commencement of the assignment.

  1. Administration / Reporting :

The Consultant will be under the general supervision of the Cofinancing and Syndications Division Manager, and under the direct supervision of respective professional level staff within the division as will be designated by management.

 

  1. Remuneration :

The Bank offers compensation strictly related to the Consultant’s level of experience and area of expertise. The appointed Consultant will receive a lump-sum payment per working month in arrears. The Consultant will receive two paid days leave per working month, accrued at the receipt and approval of each month’s invoice from the Consultant to the Co-financing and Syndications Division Manager.

 

  1. Exclusivity :

The appointment of the Consultant and the acceptance of such appointment will constitute an engagement of the Consultant to provide the services referred to in the Scope of Work on an exclusive basis.

 

  1. Confidentiality & Non-Circumvention :

Any information provided by the various sources concerning the assignment will be considered confidential and proprietary in nature and should not (except as required by law) be disclosed by the Consultant to any unauthorized third party, unless authorized by the Division Manager.
