The World Vegetable Center is a nonprofit, autonomous international agricultural research center with headquarters in Taiwan and regional offices around the globe. The Center conducts research and development programs that contribute to improved incomes and diets in the developing world through increased production and consumption of nutritious and health-promoting vegetables. The Center’s Regional Office for West and Central Africa Dry Regions (WCA-D) in Bamako, Mali conducts vegetable research and development and provides training and information services with the goal of improving nutrition and livelihoods among small-scale farmers and consumers in West and Central Africa Dry Regions. The Center is seeking a highly motivated and qualified person to head general administration and finance operations in WCA-D. The position will be based in Bamako and report to the Regional Director or Officer in Charge Mali of WCA-D as may be applicable. The position is only open to Mali nationals or candidates with legal permission to work in Mali.
Duties and responsibilities :
The Head – Regional Administration and Finance will assist the Director of WCA-D in the overall management of the finance and administrative functions including all strategic and tactical matters as they relate to budget monitoring and management, procurement, logistics, Information Technology, day to day relations with host government and host institutions, human resources and contract management, forecasting needs, donor reporting, (particularly, European Union) and providing support in securing of new funding for the region.
The Head – Regional Administration and Finance will assist in performing all tasks necessary to achieve the organization’s mission and help execute staff succession and growth plans, including but not limited to the following tasks :
- Work with the Regional Director of WCA-D in fostering and cultivating stakeholder relationships at the national and regional levels, as well as assisting in the development and negotiation of contracts ;
- Assist the scientists in the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery ;
- In consultation with the Director of Finance and other Regional Finance staff, provide the Director of WCA-D with an operating budget. Work with the Regional Director and designated Officer in Charge of WCA-D, Mali as may be applicable to ensure programmatic success through cost analysis support, and compliance with all contractual requirements. This includes: 1) interpreting legislative and procedural rules and regulations to ensure compliance with all international, local and contractual guidelines ensuring that all government regulations and requirements are disseminated to appropriate personnel, and 3) monitoring compliance ;
- Oversee the management and coordination of all fiscal reporting activities for the Center including: Center’s revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of region’s operations and project budgets ;
- Oversee all procurement activities and ensure the purchases are cost effective and the processes are in compliance with Center’s policies and operating procedures ;
- Develop and maintain systems of internal controls to safeguard financial assets of the Center ;
- Oversee the coordination and activities of external and internal auditors, ensuring all audit issues are resolved, and all compliance issues are met, and the preparation of the annual financial statements is in accordance with the HQ and Donors supplementary schedules and information ;
- Directly supervise key finance and administrative staff, including the Senior Finance and Administration Officer and Office Manager. Train the Administrative, Finance and other staff on general administration and financial management matters ;
- Monitor banking activities of the region. Forecast and ensure adequate cash flow to meet operational needs ;
- Oversee the preparation of monthly reports including reconciliations of sub-regional offices accounts with the regional office and HQ accounts ;
- Liaise with Director of Human Resources and other HR staff at HQ for HR policy-related matters and manage the recruitment of staff through a competitive and transparent process after taking due approvals from the Regional Director or Officer in Charge of WCA-D, Mali as may be applicable ;
- Manage the attendance and payroll of local staff and ensure salaries are calculated correctly and paid on the due dates. Ensure the taxes and social security dues are deducted from the salaries and deposited with the respective agencies on time ;
- Oversee the maintenance of the inventory of all fixed assets, including assets purchased with donor’s funds (vehicles, computers, lab equipment, etc.) assuring all are in accordance with Center’s and respective country regulations ;
- Assist the RD in ensuring compliance with host government agreements, visa for staff and visitors as well as statutory procedural rules and regulations regarding applicable labor laws and provide support during crisis situations ;
- Oversee security, transport, housekeeping services and other contract services ;
- Carryout other duties assigned by the supervisor.
Skills, Knowledge and Qualifications :
- Minimum of a Master’s degree in Business Administration, Finance or Accounting or a related field, preferably complemented with a Chartered Accountant status (PCPA or CIA equivalent) ;
- A minimum of 5 years’ work experience in accounting/finance within an international environment, preferably an international non-governmental organization (NGO) ;
- Fluency in English and French (spoken and written) ;
- An excellent understanding of the Administration and Human Resources functions and practices ;
- Familiarity with the Malian tax regulations, Labour Laws and NGO regulatory framework ;
- Experience with international agricultural research centers /development NGOs ;
- Communication/negotiations and liaison skills within medium to large teams and with third parties ;
- Excellent computer skills in MS-office applications (Word, Excel, Power point, Access) ;
- A confident and positive attitude with excellent cultural awareness and sensitivity ;
- Excellent relationship management and communication skills with the ability to work in a dynamic team environment ;
- Good interpersonal skills and ability to interact with partners and colleagues in a multi- cultural setting ;
- Good knowledge of Financial management software ;
- Experience in managing European Union project would be very desirable.
Remuneration :
The World Vegetable Center provides a competitive pay and benefits commensurate with experience and in accordance with the national personnel employment scheme. Initial appointment will be for one year, renewable subject to funding availability and work performance.
