EpiC Botswana – Senior Technical Officer position – Seconded to Ministry of Health and Wellness

The position will be based in Gaborone, Botswana.

EpiC Botswana Project Description :

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC Botswana builds on the successful investments in Key populations (KP) programming from the USAID-funded, FHI 360-led Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project which operated in Botswana from 2014 – 2020 and the Accelerating Progress in Communities program which implemented from 2019-2021 in Botswana. EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In 2022, FHI 360 through EpiC will be building on the successes of previous programming to expand HIV case finding in the community (including through self-testing), optimize treatment initiation (same-day or fast track initiation), and support treatment continuity including through multi-month dispensing and implementing decentralized drug distribution models. EpiC will increase the uptake of PrEP and provide HIV care to survivors of gender-based violence (GBV). Additionally, EpiC will support the rollout and launch of the National Guidelines for Implementation of Integrated Community-Based Health Services through close coordination with USAID/Botswana and the Ministry of Health and Wellness. The program will target services to key (men who have sex with men, people in prison, female sex workers, transgender people, and people who inject drugs) and priority populations (including adolescent girls and young women and at-risk men) in ten districts in Botswana: Greater Gaborone, Francistown, Ngamiland, Chobe, Selibe-Phikwe, Palapye/Serowe, Boteti, Kweneng East, and South East.

Job Summary :

To  plan,  manage and  coordinate implementation of activities in a specific public health program.

Accountabilities :

1. Public Education :

  • Monitors stakeholders compliance to Public Health standards and regulations ;
  • Public Health Strategic communication and advocacy.

2. Technical Support :

  • Support and coordinate the National roll out of the Integrated Community Based Health Services (ICBHS) Guidelines ;
  • Coordinates capacity building initiatives ;
  • Coordinates and conducts operational research studies on Public Health issues ;
  • Coordinates pre and in-service training on Public Health staff and support staff ;
  • Provide guidance in the development, implementation and monitoring of policy issues of a given area of operation ;
  • Supervises and mentors junior officers and assists relevant stakeholders.

3. Monitoring and Evaluation :

  • Monitors and evaluate Public Health Programmes ;
  • Verifies and manages programme data ;
  • Develops indicators for Monitoring & Evaluation of programmes ;
  • Conducts mentoring supervisory supports visits to districts periodically ;
  • Endorses and submits statistical reports to the programme.

4. Finance :

  • Coordinates the preparation of expenditure reports ;
  • Collaborates with programme officers in estimating and developing budget ;
  • Reviews the programme manpower estimates.

5. Staff Development :

  • Coordinates and monitors in- Service training of different levels of Health Personnel on Public Health issues ;
  • Identifies training needs for Public Health Officers ;
  • Coaches and mentors junior staff in Public Health skills.

6. Advocacy and Coordination : Advocate for funding for community initiatives related to revitalization of Primary Health Care in line with the ICBHS guidelines

Applied Knowledge & Skills :

  • Working knowledge of concepts, practices and procedures with providing technical support for research studies ;
  • Excellent oral and written communication skills ;
  • Excellent organizational and analytical skills ;
  • Demonstrated proficiency with using Microsoft Office Suite required ;
  • Ability to analyze and interpret data, identify errors and prepare reports ;
  • Ability to problem solve and implements corrective action as needed.

  • Works on problems of diverse scope that require analysis or interpretation of various factors ;
  • Exercises judgment within selecting methods and techniques to determine appropriate action ;
  • Builds productive working relationships with internal and external staff ;

Supervision Given/Received :

  • Supervises Health Officer I ;
  • Receives methods and procedures on new projects and assignments ;
  • May provide guidance to other lower level personnel ;
  • Typically reports to an Associate Director or Director.

Profil :

Education : Bachelor’s Degree or its International Equivalent in Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.

Experience :

  • Typically requires 5-8 years of managing data collection and technical assistance experience ;
  • Proficiency with database management software and on-line search tools required ;
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas ;
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff ;
  • Must be able to read, write, and speak fluent English ;
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.

Typical Physical Demands :

  • Typical office environment ;
  • Ability to sit and stand for extended periods of time ;
  • Ability to lift 5-50 lbs.

Technology to be Used : Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

Travel Requirements : 10% – 25%
