REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR PROJECT ENGINEER – 01

INDIVIDUAL CONSULTANTS

INTEGRATED SMALL TOWNS WATER SUPPLY AND SANITATION PROGRAM

 

  1. The Government the Republic of Zambia (GRZ) has received financing from the African Development Bank Group (AfDB) towards the cost of the Integrated Small Towns Water Supply and Sanitation Program (ISTWSSP) and intends to apply part of the proceeds of this financing to eligible payments under the contracts for the services of Individual Consultants – Project Engineer.
  1. The Services Required :

One Project Engineer will be part of the main Program Implementation Team (PIT) and will be reporting to the PIT Programme Coordinator and the other three Project Engineers will each be station in the Sub PITs under the CUs in Mongu, Mansa and Kasama and will be reporting to the Managing Director of the Utility on issues regarding the project. The Project Engineer will assist in providing engineering input to the ISTWSSP portfolio and to deliver on operational infrastructure in line with the Project Implementation Manual. The Engineer will assist in undertaking planning activities including preparation of reports thereof on water supply and sanitation; contributing to review of designs of water supply and other hydraulic systems including drawings and specifications, bill of quantities, participating in supervision of construction of water supply projects and other hydraulic investments; Assisting the PIT Program Coordinator in the preparation of invoices, payment certificates and other data that may be needed for financial management and reporting from the project executing agencies; assisting the Program Coordinator in supervising the timely and appropriate preparation and implementation of environmental and social safeguards instruments, ensuring coordination of safeguards implementation between the project; verify all Consultant’s and Contractor’s claims for payment ; ensure that reports at all stages are prepared in accordance with the requirements of the AfDB. The Project Engineer will be a full time member of the PIT and the Sub PIT under the three CUs and will report to the Program Coordinator and to the Managing Director of the utility in their day to day operations.

  1. Implementation arrangements :

The Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP) through the Department of Water Supply and Sanitation (DWSS) will have the overall responsibility of overseeing the coordination and overall implementation of the program activities and meeting the program objectives and will constitute the PIT which will assist with program implementation. The three utilities, namely: Chambeshi Water and Sewerage Company (ChWSSC), Luapula Water and Sewerage Company (LpWSC) and Western Water and Sewerage Company (WWSC) will be implementing agencies of program activities in their respective areas of jurisdictions.

The main PIT to be in charge of overall coordination will be based in Northern Province (Kasama) and cover overall program activities, while there will be sub-PITs in Chambeshi, Luapula and Western Province (Mongu). The PIT will consist of a Program Coordinator and include Project Engineer, Procurement Specialist, Safeguard Specialist, Monitoring & Evaluation Specialist and Financial Management Specialist. There will be sub-PITs in the three utilities –Chambeshi, Western and Chambeshi Water and Sewerage

Companies comprising a Water and Sanitation engineer and Accountant. SHE officers will be also part of the team to monitor activities in each of the three utilities.

  1. Qualifications : 
  1. Degree in Civil/Environmental/Water and Sanitation Engineering or its equivalent from recognized university or any other institution of higher learning ;
  2. A Masters degree would be an added advantage ;
  3. Has minimum 5 (five) years of relevant work experience in the water sector or in design and/or construction of a variety of water resources, water supply and/or sewerage/sanitation investment projects ;
  4. Experience in project management /construction contract administration will be a distinct advantage ;
  5. A proficient working knowledge of MS office and
  6. Excellent computer skills for Microsoft Office tools (Word, Excel, project and PowerPoint), Internet use and other relevant engineering software (AUTOCAD, EPANET, WATERCAD, SEWERCAD etc) will be an added ;
  7. Excellent writing, presentation and interpersonal skills; and g. excellent analytical skills and ability to effectively communicate with procurement stakeholders ;
  8. Working experience with Government line ministries will be added advantage ;
  9. Member of EIZ and is a Registered Engineer with EngRB..

Interested Individual consultants must provide their application letter and detailed Curriculum Vitae demonstrating that they have the required qualifications and relevant experience to perform the Services ;

Eligibility criteria, establishment of the short-list and selection procedure shall be Individual Consultant Selection (ICS) in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations dated October 2015” which is available on the Bank’s website at http://www.afdb.org. The selection of the Individual Consultant shall be based on (i) Consultant’s experience relevant to the Assignment (ii) Competency/Qualifications of the Consultant ;
