The African Development Bank hereby invites individual international consultants to indicate their interest in the following assignment : The Multi-Donor Trust Fund for Transition Summative Evaluation (2012-2018) ;

The Government of Denmark and the United Kingdom have respectively pledged DKK 9.3 M and GBP 2 M towards the creation of a Multi Donor Trust Fund for Transition (TFT or Fund). The TFT was created to support Regional Member Countries that are undergoing major political and economic transition. The first phase of the TFT focused on North African countries, as a response to the challenges and the people’s growing demands for social justice, economic development, and political transformation as a result of the 2011 Arab Spring. The TFT, through its support to these RMCs, aims to: i) strengthen governance; ii) foster economic and social inclusion, create jobs, iv) strengthen private sector development and entrepreneurship; and, v) promote regional and global integratio ;

During the 2012-2018 implementation period, the fund’s activities focused on strengthening the capacity of SMEs and start-ups to facilitate their access to finance and technical support, with objective of creating jobs and reducing the unemployment rate in Tunisia. Consequently, the Souk At-Tanmia (SAT) Initiative was launched to respond to this objective. The SAT is one of the flagship initiatives financed under the umbrella of the TFT. Three SAT editions have been launched since the creation of the TFT (July 2012, April 2014, and November 2017), Souk At-Tanmia (SAT) is one of the flagship projects financed by the TFT program ;

The purpose of this evaluation is three-fold: 1) assess the results achieved by the Fund and the value- for-money of the SAT; 2) examine how well the fund was managed; 3)identify lessons of experience in terms of what worked, what did not work, and why; 4) and make recommendations ;

The evaluation will focus on the following issues: relevance, efficiency, effectiveness, sustainability, value-for-money assessment as well as other delivery and design issues. While the evaluation will cover the whole fund, particular emphasis will be placed on the SAT ;

The Bank’s North Africa Regional Development and Business Delivery Office invites international consultants to indicate their interest in providing the services. Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability, etc.) ;

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedures for the Use of Consultants available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by an individual consultant does not imply any obligation on the part of the Bank to include it in the shortlist.

The estimated duration of services is 90 working days and the estimated start date is 25 February, 2019.

Expressions of interest must be received by email for the attention of Rafika AMIRA at the email address below no later than 11 February 2019 at 12:00 p.m. local time. Consultants need to specify the name of the assignment in the title. Expressions of interest should be written in either English or French.
