1. The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment: Review of 2018 Project Completion Reports (PCRs).
2. The services to be provided under the Assignment include:
3. Preparation of an operational plan for the delivery of the key outputs of the assignment.
4. Desk reviews of relevant Bank documents (including project appraisal reports (ARs), project completion reports (PCRs), project implementation progress reports, and country strategy papers (CSPs)) and literature in order to extract relevant evidence.

• Field visits of up to seven (7) of the sample of 65 projects.

1. Preparation of 65 project completion report evaluation notes (PCRENs) by completing the standard PCREN evaluation note template based on the available evidence. This will involve assessing the quality of each of the 65 PCRs, and validating their associated project performance, resulting in draft PCRENs, and then revised PCRENs. The PCRs are self-evaluation products. They cover six (6) Agriculture; five (5) Environment; three

• Finance; twenty-two (22) Multi-Sector; nine (9) Power; five (5) Social, seven (7) Transport and eight (8) Water Supply and Sanitation. Thirty-seven (37) of the PCRENs will be carried out in English and twenty-eight (28) in French.

1. Preparation of a synthesis report on the 2018 PCRENs.
2. Preparation of a brief on the PCR review process and template, and suggestions for improvement.
3. The Independent Development Evaluation (IDEV) invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their relevant qualifications, experience and capacity demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.), and on approximate budget.
4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy Framework for projects financed by the Bank Group, October 2015 Edition, available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
5. The estimated duration of services is up to four months and the estimated starting date is May 6, 2019.
6. Interested Consulting Firms may obtain further information at the address below during the Bank’s working hours: 09:00 to 17:00 hours (Abidjan time).
7. Expressions of interest must be received at the address below no later than 5 April 2019 at 17:00 hours local (Abidjan) time and specifically mentioning “Review of 2018 Project Completion Reports”.
