  1. The African Development Bank (AfDB) hereby invites Consulting Firms to indicate their interest in the following Assignment : Advisory Services for SAP Transformation Project.
  1. Objective of the assignment :

In the framework of its new IT Strategy 2018 – 2021 (Digital Strategy), the Bank has initiated a program for the transformation of its current SAP platform to properly support the new Business Delivery Model and achievement of its High priorities. The program kicked-off in September 2018. SAP Services has been selected has the implementation partner.

In this regard, the Bank is seeking the services of an independent consulting firm to provide Technical Advisory Services to the Project Director and the Project Management Office (PMO) regarding the soundness of the SAP implementation plan.

The services required under the assignment will include, but not limited to, the following :

  • Reviewing the AfDB “SAP Transformation Project” project management framework ;
  • Providing strategic advice to senior management, this includes presentations and written communication ;
  • Providing advice and research on the TCO (total cost of ownership) of the SAP Services implementation ;
  • Completing the “SAP Transformation Project” Business Case & Benefit Management Plan ;
  • Enhancing the “SAP Transformation Project” project quality assurance ;
  • Reviewing the “SAP Transformation Project” project solution architecture and providing recommendations ;
  • Assessing the “SAP Transformation Project” data governance plan ;
  • Assessing the “SAP Transformation Project” test management completeness along with the Transformation objectives.

In addition, AfDB expects the firm to review and provide recommendations on the project maturity at the following phases :

  • The beginning of the Conversion realization phase (expected in early Q2 2019) ;
  • Before the Conversion Go Live (Q2-Q3 2019).
  1. The Bank invites eligible firms to indicate their interest in providing these services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.).
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
  3. The duration of the assignment is expected for 05 months.
  4. Interested Consulting Firms may obtain further information at the address below during office hours 09:00 to 17:00 hours, Abidjan Local Time.
  5. Expressions of interest must be sent by email at the address below before Wednesday, 13 February 2019 at 17:00 hours, Abidjan Local Time and mention “Advisory Services for SAP Transformation Project”.

ANNEX 1: TERMS OF REFERENCE (TOR)

ADVISORY SERVICES FOR SAP TRANSFORMATION PROJECT

  1. MISSION OVERVIEW

In addition, AfDB expects the firm to review and provide recommendations on the project maturity at the following phases :

  1. DELIVERABLES:

The following are the key expected deliverables throughout the assignment :

  • Initial Project Maturity assessment including at least the following reports ;
  • Recommendations on the SAP Transformation project management plan ;
  • Enhanced Benefits Management Plan (including the Transformation Business Case) ;
  • Enhanced Quality Assurance Plan in line with the Bank organizational assets and constraints ;
  • Recommendations on the Transformation program Solution Architecture target ;
  • Recommendations on the Transformation Data Governance Plan ;
  • Recommendations on Tests Management Practice ;
  • Final report on the project maturity assessment including status and progress on the initial recommendations.
  1. EXPERIENCE OF THE FIRM AND STAFF
  • The firm should have proven experience in providing technical advisory services with at least three (03) references in similar assignments.
  • The firm should have previous experience with international donors or similar international institutions
  • The proposed consultants should have the following qualifications and skills:
  • A minimum of 10 years previous experience in a similar role
  • Previous Project Management Maturity assessment experience. o Excellent analytical skills
  • Proven advisory services around SAP products and technologies (with the S/4HANA version).
  • Excellent interpersonal skills, including teamwork, facilitation and negotiation o Excellent analytical and technical skills
  • Excellent written and verbal communication skills o Proficiency in English, verbal and written.
  1. DURATION

The assignment period is expected for five (05) months.

The start date is expected for 15 March 2019.

  1. LOCATION

The work will be carried at the Bank’s Headquarters in ABIDJAN, Cote d’Ivoire.

  1. REPORTING

The consultants will work under the supervision of the SAP Project Director.

  1. LANGUAGE

The project language is English. All communications and deliverables under the assignment should be in English.
