INDIVIDUAL LONG-TERM CONSULTANT

Expressions of interest requested for an Individual Long-term Consultant Position

 

  1. The African Development Bank invites eligible consultants experienced in matters of portfolio management to indicate their interest in providing services to assist the Energy Portfolio Management Team in the Power Systems Development (PESD).
  1. The services to be provided under the Assignment, which will be based on guidance from the Task Manager include:
  • Monitor and review quantitative and qualitative data and analyse periodic financial and operation performance of project finance transactions in the portfolio against targets to proactively identify issues that should engage portfolio management attention and review consistency with the Bank’s portfolio guidelines;
  • Actively participate in discussions with the regions on projects that are being restructured and/or require operational turnarounds; take meeting minutes as requested;
  • Provide internal financial advisory and financial technical assistance in developing debt management solutions on an ongoing basis for clients and/or assets within the Bank’s Energy non- sovereign operations portfolio;
  • Provide financial technical expertise in performing valuation modelling and economic analysis during divestments, restructuring and sell down of project finance assets in the portfolio;
  • Draft restructuring and waiver requests from clients and advise management on financial impact and coordinate the preparation and submission of documentation from the regions for presentation to internal appropriate approving authorities to seek and obtain necessary credit approvals;
  • Prepare the quarterly portfolio status report on the Bank’s non-sovereign project finance assets for submission to Senior management;
  • Collaborate with credit risk officers, legal officers & the special operations unit to contribute to risk Management reports concerning non-performing loans and ensuring the adequacy of Bank loan provisioning policies and procedures;
  • Assist with the development of a project management tool to improve the control and visibility of key reporting timelines for covenant information receipt, project-specific key credit events and internal reporting requirements; and
  • Provide support as required to the PESD in all matters pertaining to portfolio management.
  1. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, CVs, experience in similar assignments, etc.).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  1. The duration of services is twelve (12) months and the estimate starting date is beginning of November 2018.
  1. Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours. For the EOI to be considered, the consultant needs to be registered in the AfDB DACON Consultant Database.
  1. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria:
–   General Qualification & adequacy for the assignment to undertaken30%
–   Similar experience in the area of expertise of the assignment & understanding the TOR50%
–   Experience with the Bank and/or multilateral donors10%
–   Language proficiency5%
–   Knowledge of the region (assignment environment)5%
